Lawyer: PAS cannot go hudud

(The Star) - Despite the PAS bravado about implementing the hudud law in Kelantan without the approval of the Federal Government, it cannot be done unless the Federal Constitution and other laws are amended.

Human rights and constitutional lawyer Syahredzan Johan said the barriers set by the Federal Constitution and other legal provisions governing Islamic laws made it impossible for PAS to make its hudud plan a reality.

He said the Syariah Courts (Criminal Jurisdiction) Act 1965 provided limits to the jurisdiction of Syariah Courts in meting out punishment.

"Under the Act, Syariah Courts cannot mete out punishment of a jail term exceeding three years, fine of more than RM5,000 or whipping of more than six strokes, or any combination thereof.
"Under hudud, there are punishments such as stoning or amputation," he said.

Kelantan Mentri Besar Datuk Nik Aziz Nik Mat had said that the state government would set up a special technical committee to implement the hudud law.

Syahredzan said hudud law also violated the provision on equality under the Federal Constitution that stipulates everyone is equal before the law.

"The punishment for a Muslim under hudud could be more severe than for a non-Muslim for the same offence," he said.

Since the hudud jurisdiction is non-discretionary, Syahredzan said any person convicted would have no room for appeal.

"Although it takes a lot to convict a person since the evidential burden is quite high, it may also expose a Muslim suspect to double prosecution and punishment, one under the civil law and one under hudud," he said.

DAP national chairman Karpal Singh also said it was wrong for the Kelantan government to say that it was ready to implement hudud without the approval of the Federal Government.

He said it was not the Federal Government's place to sanction hudud as it was the Constitution which must be amended.

"As for DAP, we have reiterated that hudud is unconstitutional. Pakatan Rakyat leadership needs to sit down and find ways to overcome this," he said.

MCA Youth chief Datuk Dr Wee Ka Siong called on Pakatan to come clean and inform the people of its stand on PAS.

"Is Kelantan a Pakatan or PAS government. Pakatan must answer this question. Is PAS part of Pakatan?" he questioned.

 

Navaratnam: Budget must protect against declining world economy

PETALING JAYA (Oct 9, 2011): While the 2012 Budget is full of goodies obviously intended to prepare for the next General Election, it must also protect the Malaysian economy against the declining global economy.

Centre for Public Policy Studies chairman Tan Sri Dr Ramon Navaratnam (pix) said it was a "goodie budget" aimed at the lower income group.

"That is right and proper, but the budget should also look into longer term measures to defend the resilience of the Malaysian economy," he told theSun.

Prime Minister Datuk Seri Najib Abdul Razak in tabling the budget, provided optimistic figures as to the expected growth of the economy, with per capita income expected to increase to RM28,725 in 2011 compared to RM26,175 in 2010, said Navaratnam.

The premier also estimated economic growth to remain strong in face of world economic slowdown, with growth of 55 to 5.5% in 2011.

However, Navaratnam cautioned that the Prime Minister cannot take Malaysia's financial strength for granted.

"Najib must ensure that he maintains fiscal and financial discipline to withstand the global decline, because if the economy continues its downward slide, the figures may change.

"Revenue must be increased, and the goods and services tax must be considered after the Elections. Expenditure must also be cut in non-priority sectors, for while it is beautiful to build castles, we cannot ignore the poor or afford to give less priority to the lower income bracket," he said.

The prominent economist and former Transparency International Malaysia president also said he would have liked to have seen more allocations made to strengthen government institutions.

"For example, more funds to the Malaysian Anti Corruption Commission to counter corruption, which had an adverse effect on the economy; or more allocations to strengthen the judiciary to build investor confidence.

"The budget needs to also focus not only on expenditure but must be concerned with the benefits thereof," he urged.

He called on Najib to further liberalise the budget to increase meritocracy, competition, and productivity so that the ensuing output would be enhanced to counter growing inflationary pressures.

Najib says BN not just for rural folk

KUALA LUMPUR, Oct 9 — Datuk Seri Najib Razak called on Barisan Nasional (BN) to not only be a "rural party" and reach out to the middle class and intellectuals.

"We don't want BN to be a party only supported by rural folk. We want the middle class and intellectual groups to support us as well.

"We want BN to be supported by all groups," the prime minister said at the BN Federal Territory Information session here, attended by about 8,000 of its members.

Najib has announced a raft of reforms over the past few months, including a Malaysia Day address where he pledged to amend and repeal several security and press laws including the controversial Internal Security Act.

He has also set up a parliamentary select committee to look into improving the electoral system in what is seen as a major concession to electoral reform movement Bersih.

His administration had come under heavy fire for its clampdown on the Bersih 2.0 rally for electoral reform on July 9, which saw thousands of middle class Malaysians join the march in the capital.

Bersih has claimed some 50,000 people took part in the street demonstration but official police figures place the number closer to 6,000.

Police fired water cannon and tear gas to disperse the marches in chaotic scenes that resulted in over 1,500 people arrested, scores injured and the death of an ex-soldier.

Najib earlier highlighted the importance of only fielding "winnable candidates" in the next general election.

Deputy Prime Minister Tan Sri Muhyiddin Yassan had previously acknowledged that there may be dissatisfaction among Umno leaders who are not chosen or are dropped as candidates, but maintained that the party leadership will be able to keep things under control.

"If we play, we play to win," Najib said today.

The Umno president said the ruling coalition should put forth a set of criteria for candidates in order to find the "winnable" individuals that will power them to victory in the next elections.

Putting Pakatan's "Flawed Budget" Under Scrutiny

(Bernama) - KUALA LUMPUR, 9 OCTOBER, 2011: In trying not to miss the boat, the opposition has also scrambled to bring out what it called "a budget that ensures prosperity for all".

But beyond the lofty promises and glossy numbers, the so-called shadow budget, if ever it is implemented, could hurt rather than benefit ordinary Malaysians.

Unlike Prime Minister Datuk Seri Najib Tun Abdul Razak's all-encompassing Budget 2012, which deliberately opted for a mildly expansionary approach to ensure economic growth continues, Opposition Leader Datuk Seri Anwar Ibrahim has taken a more cautious and hawkish stance.
 
Under Najib's budget, the economy is forecast to grow at a respectable 5.0 to 6.0 per cent. Under Pakatan's plan, the growth momentum could slow sharply to 4.0 to 4.5 per cent, down from 5.0 to 5.5 per cent in 2011.

In fact, political analysts said the opposition's budget document had the hallmarks of the orthodox International Monetary Fund (IMF) prescriptions for Malaysia when Anwar was the finance minister during the 1997-98 Asian financial crisis before he was sacked.

Those bitter pills include pushing interest rates sky high, tightening bank lending, raising import duties and sharply cutting back on public infrastructure spending, thus putting sharp brakes on the economy. 

Malaysians who lived through the crisis more than a decade ago will not easily forget those gripping pains they had to endure.

For a start, Pakatan Rakyat, the coalition of opposition parties, has envisaged a RM220-billion budget for 2012, much smaller than the government's RM232.8-billion budget.

But its forecast of government revenue of RM181 billion is way off the mark. The government had said that its revenue could top RM187 billion next year.

Najib opted to spend more in 2012 (up from this year's RM212 billion) to stimulate domestic demand and investments.

Furthermore, the country's economic fundamentals remain on a strong and solid footing. Inflows of foreign direct investment have regained momentum.

Foreign Direct Investment increased six-fold to RM29 billion in 2010, the highest growth in Asia. In the first half of 2011, FDI surged further by 75 per cent to RM21.2 billion compared with RM12.1 billion for the corresponding period in 2010.

However, Najib has given an assurance that the government would continue to remain fiscally prudent and keep a tight rein on the fiscal deficit.

There are a few other examples how life would be difficult under the opposition budget plan. Firstly, the relatively smaller subsidy allocation of RM22 billion against the government's RM33.2 billion would mean more people, especially the poor, would have to struggle to make ends meet amid the rising cost of living.

In his "People's Budget", the prime minister deliberately outlined each essential item that would continue to be subsidised by the government. It is not unusual for Malaysians, including the rich, to take these subsidies for granted. These subsidies include petrol, diesel, cooking gas, natural gas, sugar, rice, flour, and electricity bills.  

And Pakatan's proposed cut of a whopping RM10 billion off the Prime Minister's Department (JPM) allocation next year could deprive thousands of JPM staff of their monthly salaries. JPM forms the backbone of the nation's economic and government policy-making and implementation.

Perhaps the most controversial of Pakatan's budget proposals was to set the minimum wage at RM1,100 to wean off the over-dependence on foreign workers. However, many commentators felt that the threshold was blunt and socio-economically flawed.

The threshold, as it stands, is way above the current market rate for unskilled labour. It is absurd to expect a sudden big jump in wages even for unskilled labour without taking into consideration any direct and indirect impact on labour demand, inflation and productivity. 

A better approach would be to allow gradual increase in the minimum wage level over a three-year period. Interestingly, the RM1,100 minimum wage will also benefit some 300,000 civil servants who are in the lower-income group. This proposal and other special welfare payments plans for children, senior citizens and women, all to be paid annually, have raised concerns of the country's financial sustainability under Pakatan.   

"We can only distribute money when we are having a fiscal surplus or it might further burden the country," columnist Lim Sue Goan wrote in the MySinChew.com column.

Paying special attention to the civil service by dangling a RM5.9-billion carrot to them is also puzzling as Pakatan had made it clear from the start that the civil service is already bloated and needs to be trimmed.

Perhaps one would question the true motivation of Pakatan in taking such a populist posture to woo back civil servants.

At the end of the day, it's a case of Pakatan spending cash that it doesn't have and its budget remains overshadowed by the Barisan Nasional government's pragmatic socio-economic blueprint.

 

Utusan says Manoharan let off hook to save Guan Eng

KUALA LUMPUR, Oct 9 — Utusan Malaysia said today DAP's lifting of assemblyman M. Manoharan's suspension was to "save" Lim Guan Eng from facing disciplinary action over his recent Johor remarks.

The Umno-owned newspaper said that suspending the Kota Alam Shah representative "will invite pressure from a lot of people" especially Indians.

"Manoharan has only been freed to save him. The party had missed the opportunity to show that they are not racist. DAP's leadership can sense that the suspension will spark more dissatisfaction among Indian members and supporters.

"Guan Eng is again shielded. Other than being Kit Siang's son, and holding an important position, his skin is lighter than Manoharan's," Awang Selamat, a pseudonym used by the newspaper's editors, wrote in its weekend edition Mingguan Malaysia.

Awang said the DAP secretary general had committed a much more serious offence as compared to Manoharan who had called for the national flag to be changed.

"There are people who saw Guan Eng's actions as an attempt to sabotage Johor's economy and to ruin the country's image.

"Guan Eng's actions shocked Malaysians especially Johor residents. A lot of people were hurt including the Johor Sultan, and the police who have worked hard to reduce the crime rate in the state," he said in his column.

Although Lim had apologised on September 30, Awang said his method was "not gentlemanly" as the Bagan MP had blamed the media for playing up the issue.

Bersih: Police corporal ‘scapegoat’ in Tung Shin scandal

KUALA LUMPUR, Oct 9 — Bersih 2.0 said today authorities have made a scapegoat of the policeman held solely responsible for firing tear gas into Tung Shin Hospital during the July 9 rally for free and fair elections.

"This is ridiculous. Everyone saw ... the whole world saw the video. The poor guy is the scapegoat.

"If you say just one, did they really do a proper investigation? How can they say it's one?" Bersih steering committee member Maria Chin Abdullah told The Malaysian Insider.

Kuala Lumpur police had said yesterday that the police corporal who breached standard operating procedure (SOP) during the rally would be disciplined.

"Just like the minister of health (Datuk Seri Liow Tiong Lai) who denied Tung Shin was attacked by police, this is a denial that more than one police officer was involved," Chin added.

In a report made public on Tuesday, the Health Ministry had determined that police acted in an unethical manner and breached SOP when dispersing demonstrators who had converged on the hospital to escape riot police.

The report prompted a statement from Home Ministry secretary-general Tan Sri Mahmood Adam that the matter would be referred to the police disciplinary committee.

Police, protesters clash at US capital museum

(Reuters) - Authorities shut down Washington's popular National Air and Space Museum yesterday afternoon after antiwar protesters tried to enter the building and clashed with guards, a museum spokeswoman said.

One person was arrested during the melee at the Smithsonian museum involving between 150 and 200 protesters and six guards, museum spokeswoman Isabel Lara said.

"There was a lot of shoving going on," Lara said, adding one of the guards was surrounded and used pepper spray before the demonstrators were moved outside. She said she was not aware of any injuries.

The shoving match broke out in a vestibule between two glass doors at the museum entrance after guards told the protesters they could not enter with signs, Lara said.

Protest organisers said the attempt to enter the museum on the National Mall was part of the Occupy D.C. antiwar demonstrations that began on Thursday on the 10th anniversary of the start of the Afghanistan war.

"Along with the Occupy Wall Street movement, it represents an upswell of people taking to the street around the country to demand social and economic justice as well as an end to the immoral wars in Iraq and Afghanistan," organisers said in an e-mail sent to Reuters.

"It is outrageous that the security guard of a major museum in America pepper sprayed Americans as they entered the museum. The drones housed in this museum and the pepper spraying of Americans at the door are clear evidence of repression in America," Retired Colonel Ann Wright said in the e-mail.

Drones are armed tactical unmanned planes used by the US government to track and attack insurgents overseas.

The museum, which draws 8 million visitors a year and is the most visited Smithsonian Institution museum, was shut down at 3:15pm (1915 GMT). Lara said it would reopen today.

NYC protesters may expand

Anti-Wall Street protests continued in New York City yesterday and in other US cities, although crowds outside New York have been much smaller.

"We're tired of other people controlling, or thinking they control, our lives and our livelihoods," said Kristin Thompson, a 22-year-old preschool teacher and one of 100 protesters in Mobile, Alabama.

In Santa Fe, New Mexico, about 250 protesters lined the streets outside a Bank of America branch, waving signs at passing vehicles.

Participants said they had been summoned via social network Internet sites, labor organisers, the liberal website MoveOn.org and members of the local Green Party.

"We are all in this together," said Ramona Beene, 45, who owns a cake company.

She said her two college-age children were "spending thousands of dollars and won't have jobs after they graduate."

In New York, hundreds of protesters marched from lower Manhattan to Washington Square Park in the Greenwich Village neighbourhood — the site of protests against the Vietnam War in the 1960s and 1970s — to discuss expanding their encampment to other sites.

Lucas Vasquez, a student leading the march, said protesters were looking at expanding into Washington Square and Battery Parks, but stressed, "We're not going to give up Liberty Plaza" — the protesters' name for Zuccotti Park near Wall Street, where about 250 have camped out around the clock.

"It's sometimes hard to move around there. We have a lot of people," he said.

 

Malaysia asked for more information on nude squat case

(The Straits Time/Asia News Network)- Singapore's Foreign Affairs Ministry (MFA) has written to the Malaysian High Commission seeking details of an investigation into how two Singaporean women were treated while in detention in a Johor lock-up.

An MFA statement released on Friday said there was an understanding with the Malaysian authorities that they would let Singapore know the results of the investigations as soon as it was ready, but they had not received any to date.

Instead, findings of Malaysia's probe into the highly-publicised matter were announced in their parliament session earlier this week, when a Home Ministry statement cleared the officers involved in the June incident of any wrongdoing.

"Following media reports in Malaysia that the Malaysian authorities have provided a reply to a Parliamentary question on the same case, MFA has asked the Malaysian High Commission in Singapore to provide more information," the statement said.

The two Singaporean women were driving into Johor Baru for supper on June 9 when they went through an unmanned checkpoint lane and entered Malaysia without getting their passports stamped.

Realising what had happened, the pair did a U-turn and approached some Malaysian officers who questioned them and sent them to a detention centre in Pontian.

There, the women claimed they were made to strip and asked to do 10 squats each while pulling their ears – acts which have been roundly criticised on both sides of the Causeway as inhumane and humiliating.

But, on Wednesday, Malaysia's Home Ministry, in a written reply to a question by opposition Member of Parliament Fong Po Kuan, said the checks were done in a "good and orderly fashion".

According to online newspaper Malaysian Insider, the ministry said the inspection was carried out according to standard operating procedures, such as having the women examined by a female officer. — The Straits Times /Asia News Network

No joy for Sarawak

KUCHING:  Sarawak has not been given much attention by the Barisan Nasional-led government in the Budget 2012 although the state's rural areas are being touted as the coalition's 'fixed deposit',  claimed Sarawak DAP.

Said state DAP secretary Chong Chieng Jen: "There is nothing much in the budget, except for the mention of building some roads, supply of electricity and water to the rural areas.

"Even then we don't know the amount as we have to share with Sabah. Given 20% of the RM232 billion of the total expenditure is for development, how much can Sarawak get for its development?

"In this type of budget, Sarawak roads will remain substandard forever. The amount of money given to Sarawak for its development does not commensurate with its contribution to the national coffers."

Chong, who is the Bandar Kuching MP, was commenting on Prime Minister Najib Tun Razak's   Budget 2012 announcement on Friday.

"For the past 14 years, the nation has (accumulated) a total deficit amounting to more than RM436 billion.

"The next year's budget has lot of goodies. Where will money for all these come from? And I think the only way for the government to finance all these is to obtain loans.

"We expect to incur RM45 billion deficit, and if you add this, our deficit will easily come to RM500 billion.

"This will be more than 50% of GDP (Gross Domestic Product)," he said.

Unhealthy budget

Reflecting on Greece's experience, Chong said the country went bankrupt when its deficits reached 67% of its GDP.

"We are very near towards that direction… this budget is  a very unhealthy one.

"Eighty percent of the nation's budget is for administrative operations and emolument, while only 20% is for the development fund," he said.

Chong believes a balance budget should be one that allocates 60% for administrative operations and 40% for development.

He said development projects such as roads will help to stimulate the economy adding that the current imbalanced budget had been going on for the past few years due to the over-sized civil service.

"For this year, we see the emolument of 1.2 million civil servants, and the amount spent on this is more than the whole amount of development fund for the whole country.

"This is very inefficient use of money. That is really shocking," he added.

Deafening silence on anti-corruption

Chong welcomed the government's allocations of fund for Chinese and mission schools and RM500 for a poor family, RM100 for each school child  and RM200 each for university students, pointing out that the only good feeling is that something is better than nothing.

"But the government can't really solve the financial burden of the poor.  It does not address the poverty issue unlike our Alternative Budget.

In quest to regain Selangor, Najib uses Budget as soapbox

KUALA SELANGOR, Oct 9 — Two hours before Tan Sri Khalid Ibrahim showed up in Ijok yesterday, Datuk Seri Najib Razak was already in the Selangor mentri besar's constituency, promising pay increases and clean water and electricity.

Just the day before, the prime minister has tabled a record RM230 billion budget.

Yesterday, Najib talked mostly in terms of hundreds and thousands of ringgit instead to voters who handed Malaysia's richest state to Pakatan Rakyat (PR) in 2008 on the back of rising costs and unhappiness over government wastage.

Najib told Ladang Tuan Mee estate workers in Ijok, where Khalid won by less than 2,000 votes in 2008, that they would see their pay rise by RM200 per month after "approaching every estate owner to increase their salaries."

To much applause, he reiterated his budget promises, telling those in estates that they will receive clean water and electricity.

From Ijok, to Rawang and then Gombak — all PR-held constituencies — he repeated the same script, touching on the RM500 payment to all households earning below RM3,000, RM100 to students and hikes in civil servant wages and pensions.

Despite doubts over Budget 2012's growth and deficit forecasts, Najib is brandishing it to convince fence-sitters in semi-rural areas to swing back to the ruling coalition.

Khalid, on the other hand, arrived late to meet old folks from Ijok for the Jom Shopping programme which hands out RM100 shopping vouchers to those aged over 60.

According to the state government, some 170,000 senior citizens, which the mentri besar admitted "are our weak link," are registered under the programme.

Instead, he left his wife, Puan Sri Salbiah Tunut, at Tesco Kuala Selangor to mingle while he rushed off to Gombak, defending yet another seat from Najib's onslaught.

We can deliver

RAWANG: Prime Minister Datuk Seri Najib Razak yesterday dismissed the opposition's description of the 2012 Budget as unrealistic, stressing that he would not have tabled it if the government was not confident of fulfilling its promises.

"Of course we have the money and capabilities. If not, I won't be brave enough to table it. I would be committing political suicide if I tabled a budget that the government couldn't implement," he said after meeting some 2,000 residents of Kundang at SJK(C) Kundang yesterday.


Opposition leader Datuk Seri Anwar Ibrahim had criticised the budget, calling it unrealistic because it would increase the countr y's deficit. He had also accused the government of copying the opposition's alternative budget.

Najib said: "T h at 's his answer, it'sa political answer. I want to know what he will say when we have fulfilled our promises." Najib stressed that the government's budget was drawn up based on facts, with the help of various exper ts.

"The budget proposals were drawn up by experts in the Finance Ministry, Bank Negara, Economic Planning Unit and other agencies — not by fools. They are brilliant people.

"We do not deceive the people. It is a commitment of the Barisan Nasional government. Our budget is transparent." He said what was important was the implementation, adding that all doubts would be laid to rest when it took off.

He also said the budget was manageable as the government had pledged to reduce its deficit to 4.7 per cent.

"This year, we had a 5.4 per cent deficit and we are monitoring our total debt, so we should be quite comfor table." On criticisms by some quarters that the government's projected growth of five to six per cent was too optimistic, Najib said it was made according to the present economic scenario and he was confident it could be achieved due to strong domestic demand.


"If there is a sharp downturn, of course it will be a different story." He said the government had restructured its total trade, making Asia and East Asia account for nearly 46 per cent of it. In contrast, Europe accounts for about nine per cent and the United States, about 10 per cent.

"Given the economic scenario, we are confident of success, especially if the Economic Transformation Programme and other government projects are implemented according to schedule." Replying to a question, Najib said he was made to understand that opposition members of parliament were keen for a review of the allowances of MPs, adding that he was surprised Anwar had responded otherwise.

"I understand his (Anwar's) MPs are asking for it. They told (Minister in the Prime Minister's Department Datuk Seri Mohamed) Nazri (Abdul Aziz), so it is a surprise to me that Anwar has different views." To another question, Najib said cigarette prices might be increased in the future.

"We didn't increase the prices (in the 2012 Budget) because it will encourage the smoking of illicit cigarettes." On preparations by BN Selangor to face the general election, Najib, who is also BN chairman, said everything was on track. But he said more effort was needed to increase support for BN.

Addressing the people earlier, Najib announced that a 3.2km shortcut linking Kampung Baru Kundang and Bandar Tasik Puteri Rawang would be built by the Public Works Department at a cost of RM4.2 million.

He said the road would benefit about 10,000 people who would be able to cut travel time from 30 minutes, over a 20km route, to just five minutes In Ijok earlier, Najib said the opposition 's criticisms of the budget showed that it had run out of ideas to attack the government.

He said this at a meet-the-people event at Tuan Mee Estate. Najib spent about an hour with more than 3,000 people. He also presented Deepavali and Hari Raya gifts to about 600 people.

Najib said the aim of the 2012 Budget was to ensure the well-being of the people and prosperity of the nation.

He said the government had done an in-depth study of what the people needed.

"I have outlined in the 1Malaysia concept several pillars, one of which is to be inclusive, meaning that everyone is taken care of by the government.

The budget has fulfilled this principle as it will benefit all groups of people." He said the 2012 Budget had also focused on the Indian community whereby the government had allocated RM50 million for basic facilities in plantations.

Najib said in the case of Tuan Mee Estate, he had spoken to Kuala Lumpur Kepong Berhad chief executive officer Tan Sri Lee Oi Hian and the latter had agreed to provide clean water to the estate.

He also said prior to the tabling of the budget, he had asked all plantation owners to raise the wages of estate workers.

Najib said he was told that many workers of Tuan Mee Estate had been given a pay rise of RM200 each.

"I hope all estate workers will get a pay rise. We will take care of the welfare of all workers." He also said grievances about bus services and floods raised by BN coordinator for the Ijok state constituency, K. Partiban, would be attended to immediately.


Present were Selangor Umno liaison committee deputy chairman Datuk Seri Noh Omar, MIC president Datuk G. Palanivel, People's Progressive Party president Datuk M.Kayveas and Selangor BN leaders.

At another meet-the-people session in Gombak later, Najib said the government did not copy the opposition's budget.

"If we had, the country's economy would disintegrate." Najib also announced to the 3,000 people at the gathering that the government was allocating RM1.2 million to paint the Samudera Flats there.

2012 Budget – Cornucopia Of Goodies For Votes

Prime Minister cum Finance Minister Datuk Seri Najib Razak's 2012 Budget on Friday was a veritable cornucopia of goodies for votes in the 13th general elections – the most brazen and cynical budget exercise in the nation's history to reach out for voter support from a whole swathe of targetted groups comprising important vote-banks.

But the inequitable and corrupt system which bred decades of injustice, inequality and exploitation remains completely untouched.

The 2012 Budget is designed to win the next general elections for Najib and not to reform and transform the country's system, structures and institutions to end the rot which has seen Malaysia losing out in international competitiveness and being overtaken by more and more countries in national, economic and human resource development including in South East Asia.

It is no surprise that reactions to Najib's "election budget" apart from the Barisan Nasional bandwagon had not been so ecstatic, with Transparency International lamenting that the 2012 Budget "fails to inch the country towards any form of transparency and accountability" while economic analysts describing it as a "non-event for the market" because of its over-rosy projections whether revised economic growth target of 5 to 5.5 per cent of GDP for 2011 and from five to six per cent next year or the projected budget deficit of 4.7 per cent next year.

The question all are asking about the 2012 Budget is not whether Malaysia will become more competitive and better positioned to achieve the goal of a developed and high-income nation but whether it will fortify UMNO and Barisan Nasional's position in the next general election and save Najib's premiership.

This in a nutshell is what is wrong about Najib's 2012 Budget.

No Need To Criticise Budget, Says Abdullah

(Bernama) PUTRAJAYA -- The opposition should not criticise the 2012 Budget just because they are desperate to make a statement.

Instead, it should cooperate to implement the budget for the welfare of the people and national development, said former prime minister Abdullah Ahmad Badawi.

He described the budget tabled by Prime Minister Najib Tun Razak as a "good budget" that would benefit the people in general.

"They (opposition) only oppose. They also criticised me when I was prime minister. This is a good budget and I hope the government will implement it quickly," he told reporters after an appreciation ceremony for Artis Pencipta Alam (APA) organised by the Pulau Banding Foundation here on Saturday.

The ceremony was in appreciation of 11 artistes who were involved in a visit to the Belum Rainforest in Pulau Banding, Grik, Perak.

The visit in July was aimed at upgrading their knowledge in the functions of the forest in the protection of the climate and controlling global warming.

Hudud will empty out PAS’s non-Muslim wing, says chief

KUALA LUMPUR, Oct 9 — PAS risks losing the support of and triggering an exodus from its non-Muslim wing if the Islamist party does not yield on the hudud issue, says PAS Supporters Congress (PSC) chairman Hu Pang Chaw.

He said many members were unhappy about PAS's plans to introduce hudud law in Kelantan and warned this could cause non-Muslims to desert the congress en masse, damaging the party's chances at the polls.

"We have to admit in politics anything can happen," Kelantan-born Hu told The Malaysian Insider.

The current flap began a fortnight ago when former prime minister Tun Dr Mahathir Mohamad dared PAS spiritual leader Datuk Nik Aziz Nik Mat (pic) to enact the Islamic law in Kelantan. — file pic
"When you fall in love with somebody, by hook or by crook, you'll get together. But when the love is gone, when the feeling is not there anymore, you go your way, I go mine."

Hu said this was especially true of PAS's Chinese supporters, who were prepared to abandon the party if they felt they were not getting returns on their "investment".

"When they think this party ... can no longer be considered the best party, they will walk away. PAS has to bear this in mind," he said.

PAS should accept that Malaysia is a multiracial country and forgo its attempt to impose hudud on non-Muslims as this would backfire on the party, Hu added.

He said PAS should shed its "phobia" of non-Muslims and embrace this relatively new vote bloc instead of holding on to outmoded ways of thinking by championing purely Malay causes, he added.

"My sincere advice to PAS leaders is, if they really want to take over Putrajaya, they must get used to this way of life," he said.

The PSC, formerly known as the PAS Supporters Club, was formed in 2004 to help build non-Muslim support for PAS, just a week before the party suffered a rout in the 11th general election.

It was elevated to a non-voting wing of PAS in May last year to help recruit non-Muslim party members, mainly in Kedah, Perak and Selangor.

The 20,000-strong PSC has been credited with bridging the gap between PAS and non-Muslims, and softening the Islamist party's hardline image among the Chinese and Indians.

The current flap over hudud began two weeks ago when former prime minister Tun Dr Mahathir Mohamad dared Datuk Nik Aziz Nik Mat to enact the Islamic law in Kelantan now that the Umno veteran was no longer in power.

Premier on roadshow to highlight Budget goodies

(The Star) - A day after tabling the Budget, Prime Minister Datuk Seri Najib Tun Razak went on a roadshow to four towns in Selangor to highlight the basket of goodies that the Government will dish out next year.

He started the day by meeting hundreds of estate workers at Tuan Mee Estate in Ijok, where he explained that households with an income of below RM3,000 would be entitled to RM500 assistance.

He said the Government had also set aside RM50mil to develop basic facilities for Indian communities in plantations.

Before he left, he gave out 600 goodie bags in conjunction with Deepavali.

Najib then headed over to Kundang New Village, where thousands gathered at SJK(C) Kundang to greet him.

He managed to squeeze in some time to attend a private function before arriving slightly late in Rawang where thousands were also waiting for him.

"I'm sorry I'm late. I attended a wedding earlier. I was early but the bridal couple was late," he said.

He criticised the Opposition for calling the Budget he tabled "unrealistic" and a copy of their shadow Budget.

"First they said it was unrealistic. Then they said we copied their Buku Jingga alternative Budget.

"If it is true that we copied their Budget, then it means their Budget is unrealistic," he said.

Najib later gave out RM215,000 to 39 hawkers whose stalls were affected by the construction of a highway in Rawang.

His last destination for the day was Gombak, where he pledged RM1.2mil to repaint flats in Sri Gombak.

Budget 2012: Hardly transformative

It's themed as a transformative budget. The only transformative feature in a budget described to induce that effect, is converting a cashless person to a person with some cash through a sudden but temporary windfall. The jaga who is a former home-guard will get a RM3,000 windfall after which he remains a jaga to sustain a living.

The language used is the language of a gambler. Hence, his minders leaked information that this is a break the bank budget, a language more suited to the roulette table. The house doesn't have sufficient funds to cover the value of the chips on the table. Yet it lets people win to encourage more to play at the table. Because in most cases the house eventually wins, so the PM's minders reasoned, that law will also operate on the 2012 budget. So spend.

PM Najib is gambling. Create the illusion that voters can win by getting money now, while the house is depleting itself. But in the end because the house usually wins, Najib is going ahead to spend. At around the same time, a former PM who was also a former finance minister also never known for fiscal frugality, warned the west not to spend in denial. Was he also targeting our current PM?  In a world set upon by slower economic growth, where do we sell our exports? Can we maintain our price of oil and gas to ensure we have enough funds to finance the 2012 budget?

These seem to worry the finance minister the least for now. So, he will and can call elections any time. Best, call it before the end of the year. But then, Umno people are just going through the drill attending courses here and there. The Umno Assembly is slotted sometime at the end of the year. The PM is leaving for Hajj pilgrimage for about two weeks. Perhaps there he will be seeking divine signs on the dates to hold elections. God is on BN's side just as God is a Republican in the US. It's impossible not to win. I will say, the elections will be around March 2012.

In recent years, the budget instead of being a solemn account of what the government earns and how it will apply and appoint the revenue has become Santa Claus's bag of goodies. The 2012 budget breaks all barriers — all social groups conceivable by the finance minister and the group which prepared the budget are included as recipients of some sort of money. It pays everyone to secure their vote.

How the nation's budget is employed is not dissimilar from the way the Ketua Bahagian Umno of Pekan sorts out problems in Pekan — pay every damn person. That's a small way to make people forget about the trials and tribulations of life — the rising prices of food stuffs and goods, the horrendous levels of corruption and abuse of office for self-aggrandisement, the unfair distribution of wealth, the rapacious profiteering around government projects, the arrogance of those in power.

The 2012 budget gives a pain killer to treat a more troublesome agony. With all the money that is going to be given out, the country will have excess liquidity unless it has the absorptive capacity. So where is the build-up of productive capacity to absorb the excess liquidity that will surely add to inflationary pressures? What we see is a catalogue of spending and not much information on an overall plan to do justice to the 2012 budget theme — to transform society. Mr Finance minister, Mr Optimus Prime falls short here.

How do you do that? We can achieve that transformative agenda by building capacity, cultivating skills and other productive enhancing capabilities. We are deluged with the overzealous desire to hand out money to all sorts of people. Indeed, we appreciate and salute the sacrifices of the home guards, special constables and so on giving them RM3,000 one-off payment. That's RM500 per month if you earn a salary of a jaga which will last you for six months. The retraining scheme of our servicemen who serve no longer than 21 years has been an ongoing program since so many years back. So, it's just a re statement of an existing plan.

There is always this funfair atmosphere surrounding the presentation of our national budget. Everyone thumps the table upon hearing this group will receive a one off payment, that group another lump sum payment. The loudest response of course came when PM announce MP's allowance will also be revised. A budget is a solemn document. It's an account of how much this country earned as revenue, its sources and then the proposals to commit that income. It's a revelation one the exercise of financial management and discipline. Those are the things we must direct our attention to.

For example, everyone clapped when the finance minister said; this year's budget is a lower proportion of our GDP. Yes, but isn't our GDP this year bigger than last year's? Look at the absolute figure too. It's still a deficit suggesting perhaps financial indiscipline and even worse unjustifiable leakages. Have the leakages been dealt with?

The budget is humongous — RM232.8 billion which is a lot of money, especially with a 9.4 per cent rise in expenditure. Despite the country's deficit being reduced to 4.7 per cent from 5.4 per cent of GDP, the fact remains that in terms of absolute mount, it would be the biggest deficit in Malaysian history. Biggest deficit.

Our growth rate of five to six per cent? Malaysia should be performing a miracle next year. Our finance minister is confident that Malaysia will do a five to six per cent growth rate, whereas the world will grow from a negative figure to maybe three per cent max. So is the five to six per cent growth rate realistic and achievable?  Or is our finance minister confidently pulling wool over our eyes?

Please tell me — when is it, during the 50 over budgets presented have we ever heard the commentaries that followed the budget ever described the budget in negative terms? The analysts sometime behave like children just given some lollipops gushing with uncontrollable exuberance.

Before the 2008 elections, Pak Lah presented the budget in much the same way — giving out goodies to everyone he can capture in the dragnet, yet it didn't stop the BN losing a large number of seats. So when friends told and confided in me, then the 2012 budget strikes fear in the hearts of the opposition, I told them to let the realities of the budget sink in first. Similar feelings were evident after the budget before the 2008 GE.

I don't watch TV at all during a budget presentation preferring to listen to old school radio. Listening to just a verbal presentation, excludes the urge to agree on account of facial expressions, speech giving antics and so forth. Also I usually refrain from giving a spontaneous response again preferring further analysis of the budget. People can easily be overwhelmed by the feel good nature of an election budget. Did I say an election budget?

That's what it is really despite the DPM's usual dour rejection to suggestions that it is. But nowadays not many people take the DPM seriously. So we can excuse his monotonal warnings and posturing.

Nowadays people are easily charmed by the form by which the budget is presented. Hence people will comment on the language used by the PM, the way he presented it and so forth. This reminded me of the time when Anwar Ibrahim was the finance minister. He presented his budget quoting phrases from the Quran, almost all the philosophers known and read by him, used new phrases — prompting Johan Jaafar, then head honcho of Utusan Malaysia then, to describe Anwar Ibrahim as our best finance minister. We could almost imagine Johan Jaafar getting wet in the pants when describing Anwar Ibrahim as such. Today, Johan Jaafar is of course ensconced in the bowels of BN's media citadel somewhere. If he were asked to describe PM Najib yesterday when presenting the budget, he will likely do so with the same awed glorification.

I don't understand why there is so much hype around a budget unveiling. It seems the politics is more important then the contents, ramifications and implications of a budget. It's also erroneously used as a platform to announce a slew of projects which has nothing to do with a budget. But this year, we are spared the announcement of construction of towers by PUNB, Felda and so forth. The finance minister stays close to the script. The budget is an account of money coming in and where the money is going. That's it. Then the issues and factors that have affected the coming ins and going outs.

How has he addressed the issue of rising cost of living? People are sceptical about the official inflation rate said to be around five per cent. What goods and services are contained in the basket of goods chosen by Bank Negara? One year ago one kilo of ikan kembong was 60 per cent cheaper. So inflation can't be five per cent. The most important goods and services which the public are looking at are the price of foodstuffs — easily rising beyond five per cent, education, housing, transport, cost of fuels etc. inflation just can't be around five per cent. Will the disposable cash increases all around tackle the root cause of rising prices?

What's the cause of rice shortages that forces us to incur large import bills on rice? Why should be allow Bernas to own a monopoly over rice imports causing market distortions? The minister has announced plans to develop the agriculture sector so that we can increase food production and so forth. That will take a few years down the road so that the immediate and effective way to sort out food import bills is to remove any form of monopolies.

2012 Budget Highlights

* Government will introduce other transformation programmes, culminating in the National Transformation Policy, effective 2011-2020.

* RM232.8 billion allocated to implement all government development plans, focusing on the well-being of the rakyat, with RM181.6 billion for operating expenditure and RM51.2 billion for development expenditure.

* RM13.6 billion allocated to the social sector, including education, training, health, welfare, housing and community development.

* Government will implement a special stimulus package through private financing initiative, through which total projects amounting RM6 billion will be carried out.

* 2012 announced as the year of National Innovation Movement, with a RM100 million allocation to implement several strategic initiatives.

* RM50.2 billion for the education sector, with a development allocation of RM1.9 billion for the Education Ministry to be spent on all types of schools.

* RM1 billion to be provided through a special fund for the construction, improvement and maintenance of schools, particularly to cater to their immediate needs.

* Abolition of RM24.50 and RM33.50 for co-curriculum, internal test papers, Malaysian Schools Sports Council fees and insurance premium involving students in primary and secondary schools respectively, beginning the 2012 school year.

* Financial contributions from companies and individuals to upgrade school facilities to be eligible for tax deductions, to encourage more charitable activities.

* Existing National Agrobusiness Terminal (TEMAN) in Wakaf Che Yeh (Kelantan) and Gopeng (Perak) will be developed as Rural Transformation Centres pilot projects, with four more RTCs to be developed in Kedah, Johor, sabah and Sarawak.

* Establishment of Professional Services Fund to encourage professionals such as lawyers, doctors and accountants to set up firms in small towns, with BSN providing RM100 million for soft loans with an interest of 4 per cent.

* RM110 million for the implementation of the Rural Mega Leap Programme covering 6,500 hectares in 11 Agropolitan Projects nationwide for the cultivation of commodity and cash crops as well as cage fish culture.
* RM140 million to implement RISDA's new planting and rubber re-planting programmes benefiting 20,000 smallholders.

* RM5 billion proposed to strengthen the development of rural basic infrastructure in a more comprehensive manner.

* RM500 million to continue implementing projects to upgrade basic infrastructure under "Projek Penyelenggaraan Infrastruktur Awam" and "Projek Infrastruktur Asas", providing opportunities for 29,000 Class F contractors registered with the Contractor Service Sector.

* RM50 million to expand rainwater harvesting programme to Sabah.

* RM400 million to upgrade water supply infrastructure in selected Felda areas, besides RM50 million to connect the reticulation system in estates to the main pipes.

* RM150 million to be provided to the Public Transport Development Fund in the SME Bank to enhance bus services for the rural community.

* RM90 million for the provision of basic necessities which includes expanding the clean water supply project as well as income generating programmes for the Orang Asli community.

* Introduction of the New Civil Service Remuneration Scheme (SBPA) to replace the current scheme.

* Improving the salary of civil servants through a single-tier structure with additional increments to enable civil servants to continue receiving annual increments over a longer period.

* Annual increment of civil servants to be increased between RM80 and RM320 according to their grades, beginning 2012. Those who opt for the SBPA will receive an annual increment of between 7 per cent and 13 per cent.

* With the implementation of SBPA, more than 600,000 government pensioners will benefit from a pension adjustment involving an allocation of RM600 million.

* Effective 2013, the government will implement an annual pension increment of 2 per cent without having to wait for any review of the remuneration system or salary adjustments.

* Extension of compulsory retirement age from 58 to 60 years old to optimise civil servants' contribution.

* Additional bonus of half-month salary with a minimum payment of RM500 for civil servants and an assistance of RM500 for government pensioners, to be paid together with December 2011 salary.

* RM120 million to offer 5,000 Masters and 500 doctoral scholarships for eligible civil servants, including teachers.

* The government will offer 20,000 places for diploma teachers to pursue undergraduate studies.

* A special one-off payment of RM3,000 to 4,300 individuals who have completed their contracts with the Department of Special Affairs (JASA) and Social Development Department (KEMAS).

Greenpeace Speaks Up In Support Of The Vet Taib’s Assets Campaign!

The Chief Executive Officer of Greenpeace Australia Pacific, Dr Linda Selvey, has personally written to Prime Minister Julia Gillard, backing requests by the Bruno Manser Foundation, PKR and Sarawak Report for an investigation into the Taib family's string of investments in that country.

These include investments by Hamed Sepawi's Ta Ann in a major logging concern in Tasmania, as well as numerous companies and properties owned by the Taibs, Taib's brother in law, Robert Geneid, and related companies and assets.

Greenpeace support for an enquiry into Taib Mahmud's affairs

 Growing anti-timber corruption campaign puts world governments on the spot over Taib

Dr Selvey states in her letter:

    "As research by the Bruno Manser Fund has shown and as many other journalists and independent bodies and individuals have demonstrated, Taib has abused his office consistently throughout his 30 reign as potentate of Sarawak in Malaysia.  This has come at a high cost to the people and environment of Sarawak, a region of immense cultural and environmental significance on the island of Borneo"

She continues:

    "There is significant evidence to indicate that the Taib family might have laundered and reinvested large amounts of money, procured through corruption in Australia"

Pointing out Australia's obligations to identify and address international corruption under the United Nations Convention against Corruption (UNCAC), the Greenpeace Chief Executive goes on to urge Gillard to direct the Attorney General's Department to initiate a comprehensive investigation into the conduct and affairs of Taib, his family and associates on the basis of the material provided by the Bruno Manser.  

Dr Selvey ends her letter by calling on the Australian Government to "stand up for the rights of the people of Sarawak to protect their culture, their land and their environment".

Wilderness Society also joins protest again Taib logging in Tasmania

Equally hard to ignore will the the backing by another of Australia's major environment organisations, the Wilderness Society, for the stand being taken against Ta Ann's logging of virgin jungle in Tasmania.

Ta Ann has been at the centre of destruction and controversy in Sarawak.  A devastating report this week by the local Huon Valley Evironment Centre has now catalogued the company's destruction of areas that the Australian Government has been trying to protect in Tasmania.

Najib, what’s it to be? Free and fair elections after electoral reforms, or Tahrir Square?

These were the  electoral reforms for which thousands of Malaysians converged on the streets of Kuala Lumpur to send a strong message to Najib's government : we, the rakyat, are not prepared to have another general election until we have the reforms we have demanded.

You will all recall that between the BERSIH 2.0 event on 19th June to announce the rally of 9th July, and the days after leading up to the rally itself, Najib, his ministers,Ibs and Perkasa, UMNO bloggers and the mainstream media were in complete denial that our 8 demands for electoral reforms had any basis.

The sheer numbers, the determination and the solidarity of the rakyat out there on 9th July, notwithstanding the blockades to prevent thousands getting into the city that day and the brutal treatment meted out by the FRU on those who managed to get into the rally, however, must have sent a chill down Najib's spine.

On 15th August, Najib announced the intention of the government to form a parliamentary select committee to look into reforms to our electoral system.

"Recently there have been demands for free and fair elections. The government's response is that we will propose the setting up of a parliamentary select committee soon, which will be made up of members from both BN and opposition…The committee will discuss all electoral reforms that needs to be implemented in order to achieve bipartisan agreement without any suspicion that there is manipulation by the government," , Malaysiakini reports Najib as saying.

Najib is also reported to have said that he will not form a government unless it is truly elected by the people.

"Don't think that we do not want a clean process of electing the government, we are committed to the tradition of parliamentary elections," he is reported to have said.

Two days later, Nazri Aziz brushed aside demands from the opposition that assurances be given that no general election will be called until the requisite electoral reforms are put in place.

"They are a minority and this is the right of the government. They cannot dictate to us," , Malaysiakini reports Nazri as saying.

Two days later, as reported in Malaysiakini, Najib reiterated what Nazri had said : the next general election can be held anytime and is not bound by the work of the parliamentary select committee on electoral reforms.

Since then, rumours abound that the 13th GE is imminent.

11th November, 2011, cause Najib is fixated with the number 11.

5th November, cause, it seems, that is Rosmah's preference.

On 3rd October, Parliament passed a motion to establish the parliamentary select committee (PSC) to look into electoral reform.

Malaysiakini reports that Nazri Aziz, who tabled the motion in Parliament, when winding up the debate on the same, said that "PRU-13 (the upcoming 13th general election) will not be the last GE for Malaysia and after that the world ends. If a snap election is called, the PSC's recommendations can be implemented in the 14th, 15th, 16th and GEs thereafter."

In other words, even as the committee discusses and discovers serious flaws in our electoral process, we, the rakyat, are expected to acquiesce to UMNO and BN going ahead to hold the 13th GE without those flaws being first put right.

As Ta Ann boss, Hamed Sepawi, himself confessed in 2006, Sarawak has almost completely run out of accessible timber, after 30 years of unrestrained logging by his own cousin and benefactor the Chief Minister.

Tasmania still has extensive hardwood jungles however, and remains one of the most important areas of natural wildlife world wide.

Even more crucially, Australia has received limited accreditation for sustainable timber, compared to Sarawak which is notorious for its destruction of the Borneo jungle.

Hence the constant highlighting of Tasmania as the source of Ta Ann's new 'environmentally conscious' operations.

And NO plantation wood is being used by Ta Ann in its veneer processing mills in Tasmania.

It's hard for me to say I'm sorry

Perhaps UMNO and BN think getting Lim Guan Eng to apologise represent a major coup. If UMNO BN thinks this represent a significant political triumph and would swing loads of votes from Pakatan, I am not fully convinced. If all politicians have to apologise for all private statement and personal opinion, then they would have no time to service the rakyat properly.

Do we not all have public and private opinion that differs? Do we not bitch behind clients/bosses/colleagues/spouse/relatives? If a Singaporean got robbed in Malaysia and bitched about it in Stomp, can UMNO BN be consistent enough to chase the Ah Beng down and demand an apology? If UMNO BN thinks Voyeurism politics is the way to go, then let's make that an official election manifesto for voters to identify with.

I love my hometown of Seremban. I mentioned to my friends that Port Dickson is a boring holiday place and I preferred Phuket and Langkawi. Do I need to apologise for my personal opinion? Isn't democracy about differing opinions? Shouldn't the federal and state administration that are empowered and enabled to develop Port Dickson should apologise for failing to deliver?
UMNO-BN demanded, and the Johor Sultan gotten the apology from Guan Eng. The fact that Lim Guan Eng apologized, showed that maturity, humility and an awareness the world does not revolve around his own ego.
If you want apologies and remorse, look no further than the following events and wonder if an apology from the culprits would ever be forthcoming.

      1)  Noh Omar, then as Deputy Education Minister
In 2007, when Ean Yong Hian Wah submitted a fairly innocuous memorandum to the then Deputy Minister Noh Omar with regards to violent conduct by a teacher in a secondary school on behalf of the abused student's parents, Noh Omar appeared to lose control of his faculties and verbally abused Ean Yong, crumpled the official memorandum and threw it away, before it was picked up by his officer. He accused Ean Yong and the DAP of interfering in a school disciplinary matter. Noh Omar even exclaimed at one stage that he will not handle any case referred via the party.
·         Should Noh Omar apologise for his violent and uncalled for behavior which did not solve the issue at hand and probably terrified the young student who went there as a bully victim seeking help?


2)      Ahmad Ismail, the wonder drug for BN harmonyin Penang

Ahmad Ismail called Chinese "penumpang" obviously inconsistent with so many recent (i.e. close to GE time) praises from Najib and Nazri about the appreciated role of Chinese as main tax payers. Penumpang? Malaysian Chinese purchase their property in accordance with laws passed by UMNO-BN law makers and unless in cases of default, paid every ringgit and sen for their property.
You can see in the video, Ahmad Ismail's recalcitrant and arrogant refusal to apologise and the unruly supporters behind him.
Should he apologise to all who are offended by him? Since he has failed to apologise, should the UMNO higher up do so for him for the sake of a few more Chinese votes?

3)      That legendary Najib video

In the Sibu by-election, Najib's legendary speech "you help me, I help you" seems to infer to me that perhaps he agreed to some lousy advice that Chinese in Sibu are easily bought and equate their sacred vote to by election dead man angpow. The Chinese there have replied by voting against BN, should Najib apologise for underestimating them and painted to the world, an extremely regrettable of how democracy is being played out in Malaysia?

4)      Temple demolition
Before UMNO BN lost Selangor, according to the Hindraf source above, numerous Hindu temples were demolished, defaced, relocated next to sewerage tanks, burnt to the ground, deities forcibly removed, police report ignored and what not.
While UMNO BN have signal to "retake Selangor at all cost", a simple apology and pre-election promise of not to do this again seems to be beyond them.

PM: `Pilihan raya dah dekat’

Berucap di majlis penerangan perdana BN Wilayah Persekutuan di PWTC, Datuk Seri Najib Tun Razak berkata "gendang pilihan raya sudah dipalu dan gemanya semakin dirasai"

"Anda sendiri boleh mendengarnya."

Beliau yakin BN akan menang sekali lagi berdasarkan kelebihan dan kekuatan  yang ada.

Bagaimanapun, beliau mengingat komponen mengadakan persiapan di tahap terbaik kerana BN memasuki pilihan raya mahu menang dan bukan mahu kalah.

"BN ada kekuatan sekali lagi untuk menang kerana kita berkhidmat untuk rakyat," katanya memberitahu 8, 000 ahli dan penyokong BN.
.
Pengerusi BN itu juga menegaskan BN bukan parti kelas rendah yang hanya disokong oleh petani dan nelayan.

Menurut Najib beliau mahu BN turut disokong oleh orang bandar terutama di Kuala Lumpur.

Jangan sabotaj

"Kuala Lumpur penting walaupun Kuala Lumpur bukan lagi deposit tetap (BN)," tambahnya.

Pengerusi BN itu mengingatkan semua komponen BN menyelesaikan masalah masing-masing selain tidak menimbulkan masalah baru.

GSC henti tayang filem Namewee Nasi Lemak 2.0

Tidak dapat dipastikan sama ada ia ada kaitan dengan siri kontroversi sejak kebelakangan, tetapi GSC dipetik akhbar tempatan berkata keputusan itu diambil ekoran keputusan Astro menyiarkan menerusi saluran Astro First.

Laporan New Sunday Times hari ini berkata, filem yang telah mencatatkan kutipan lebih RM4 juta setakat ini dihentikan penayangan sejak Jumaat lalu.

Menurut laporan itu, GSC juga menyiarkan permohonan maaf menerusi laman sosial Facebook memaklumkan bahawa mereka yang sudah membeli tiket boleh mendapatkan balik duit masing-masing.

"Bukan amalan GSC untuk menyiarkan mana-mana filem yang disiarkan serentak di mana-mana saluran filem berbayar yang lain," kata mesej Facebook itu.

Seorang jurucakap dipetik akhbar itu berkata pihaknya menayangkan filem itu sejak lima minggu lalu.

Dalam satu kenyataan akhbar tiga minggu lalu, Namewee atau nama sebenarnya Wee Meng Chee bimbang Nasi Lemak 2.0 mungkin diharamkan ekoran demonstrasi membantah filem tersebut di Perak baru-baru ini.

Katanya, dia kesal dengan protes tersebut dan berharap pihak berkuasa tidak mengendahkan desakan supaya filemnya diharamkan.

"Film ini mendapat kelulusan sebelum penggambaraan dan satu lagi kelulusan sebelum tayangan. Saya berharap pihak berkuasa menghormati keputusan mereka sendiri serta usaha kerja saya," katanya.

Filem tersebut dilaporkan dikecam pihak-pihaknya yang mendakwa ia mempunyai pengaruh buruk kepada anak-anak muda.

Ketika mengadakan protes di luar sebuah panggung wayang di Ipoh, satu kumpulan yang menggelarkan diri mereka Pertubuhan Gagasan Rakyat Didahulukan Perak, menuntut kerajaan mempertimbangkan mengharamkan filem tersebut.

Menteri Dalam Negeri Datuk Seri Hishammuddin Hussein sebelum ini berkata mereka yang tidak berpuas hati dengan filem ini boleh membuat aduan.

Menjawab soalan mengapa tidak mahu meneruskan tayangan meskipun mendapat sokongan besar, GSC berkata, pihaknya mahu mempertahankan hakikat bahawa institusi pawagam masih merupakan tempat terbaik bagi mana-mana tayangan filem.

Dalam pada itu, Pengarah Eksekutif Nasi Lemak 2.0 Fred Chong pula memberitahu beliau menerima keputusan GSC dan menghargai sokongan institusi pawagam.

"Kami gembira kerana menerima sokongan mereka lebih empat minggu meskipun kami tidak mendapat sokongan tayangan wajib daripada Finas," katanya lagi.

Sehubungan itu, Chong berkata dia berharap mereka yang kehilangan peluang menonton di pawagam boleh mengikutinya menerusi saluran Astro First.

GSC menjelaskan, Nasi Lemak 2.0 bukan merupakan filem pertama pihaknya menghentikan tayangan.

Filem Bini Biniku Gangster, yang menjana RM7 juta dalam empat hari pertama tayangan juga telah dihentikan selepas tiga minggu apabila Astro menawarkan tayangan.

Filem Nasi Lemak 2.0 tidak memperoleh status Wajib Tayang daripada Finas, yang mewajibkan operator pawagam menayangkan selama dua minggu.

Pelakon Nasi Lemak 2.0 termasuklah Adibah Noor, Datuk David Arumugam dari Alleycats, Karen Kong, Afdlin Shauki, Kenny & Chee, Reshmonu, Dennis Lau, Nur Fathia, Nadine Thomas, Pete Teo, Ho Yuhang, Dian Sharlin, Felixia Yap dan Namewee.

The Old Man and the Donkey

In the snooker game of politics, Spin Dr. Mahatir Devil with a single stroke of the Hudud cue stick, has helplessly thrown the fragile cluster of Opposition Coalition billiard balls into disarray. In a smoke screen thrown off by the media to distract an unsuspecting public, the PAS Man & his DAP Son is seen with a Hudud Donkey.

 And now Pakatan big guns meet and work out a treaty!!! Least we forget, the citizens count on Pakatan to support the people, not to support views for or against Hudud. This vertical chain of command smacks of feudalism. " The road to hell is paved with good intentions', but under Pakatan 'benevolence', they will remain children forever. This is how the masses are forever suppressed. For real Democracy to work, the horizontal way is to ask the Kelantan people in true humility , what do you want?

What is Hudud? This is a foremost question on Malaysian minds, which even Socrates would find it hard to answer, others pretend. As on record, JAIS so far is unable to come up with a policy statement, perhaps Silence is golden. If indeed Shariah Law is God's law, how come  the One and Only Allah deem it fit for Kelantan Muslims and for other he subs it to Satan, which in this case, BN ?

We can only define Hudud in Malaysian context as the underbelly of PAS, its softest spot, where at the Party promises milk for its constituencies. Yes, its true, the milk of Divine Love can adjudicate all conditions, but who is so empowered with a heart of undefiled love minus the attitude of bigotry, prejudice and racism ? The zealots are bent on cleaning up our cups and plates on the outside while its contents remain filthy still,  will make a law unto themselves, while denying our Prophets the fire of their words to clean first the contents within.

DAP just don't believe in such crude Medieval exposure and UMNO just don't care, and would rather see Kelantan showcase a failed state. The Nons are unable to jive into this scene, perceiving it to be an offensive fondling of private parts, be it promiscuity, debauchery, theft or trafficking (which hudud don't recognize as crimes). Jokes aside, Hudud would only be as useful as a cup of water in a thunderstorm as they seek recourse to other form of jurisdiction, either to balance past life karma by doing good works OR  the violet flame invoked to transmute sin.

Politics in the rough and tough road. DAP is now accused of sweeping Hudud under PAS carpet. Before the Opposition gets further decapitated by the venom injected at this late hour towards a political genocide. A mere change of clothes to suit each occasion cannot save Pas especially when it is rigged from within, and many a ravenous wolf wear sheep clothing, will have a field day with their band of hired assassins. Not a liberal Malay leader but a Bomoh is needed with the fire to exorcise demons and compel foul spirits it to flee from the Pas camp.

The cue is now in Nik Aziiz's hand. The honest public want to know both sides of the story and not to believe in Chua Soy Lek alone.  To hear the word is from the horse's mouth.  People listen, tongues wag  as he tries to give it a forward spin, in unison  or reaction, win or lose. Well, good luck to him. 

Nik Aziz is the supreme icon of PAS and the face of Pas is Nik. Without Nik, PAS as it is will not exist, and without PAS, Hudud remains an empty cup.  The portrayal of an Islamic Eldorado which Nik Aziz and Nasarudin so idealized and idolized is no where found in any part of the world other than in their own state.

If Hudud Law have some merits, it is not a cure all for society, and care must be taken that the medicine is not worse than the disease.  Hudud is already an old invention, but care must be taken not to open a Pandora box simply for the sake of some ancient treasures locked in. Just as with any other Party in post Mahathir Malaysia, this is a new generation of voters.  Unless Pas reinvent itself before the GE to stay relevant, even in Kelantan, it will be too late thereafter. With Prominent Faces of our Future, like Nasarrudin and Ibrahim Ali to champion the Muslim/Malay agenda, they must not escape being groomed before they don the robes of the prophet.

We hope the Opposition is smart enough to seize this opportunity to turnaround the situation and not unnecessarily suffer collateral damage in the hands of BN ridicule. Here lies a great opportunity to rally the rank and file of the rakyat and forward an Exponential Revolution in the thinking mentality of Malaysians that will counteract Universal Ignorance.

BUDGET 2012 : Pakatan Rakyat VS Pakatan Rakyat

Masyarakat Malaysia perlu lebih peka terhadap permainan politik yang cuba dimainkan oleh pemimpin Pakatan Rakyat. Hal ini disebabkan tiada bajet yang sempurna di dunia ini dan apa sahaja bajet yang akan dibentangkan oleh Perdana Menteri akan ada juga serangan yang berbeza daripada pemimpin Pakatan Rakyat.

Kini kita lihat bagaimana mereka sebenarnya menyerang antara satu sama lain tanpa disedari mereka.

Percanggahan 1 – Elaun Tambahan Kepada Ahli Parlimen

Haji Mohammad Sabu + Anwar VS Lim Guan Eng

"Elaun untuk ahli Parlimen bukanlah satu keutamaan yang perlu disegerakan tapi yang penting ialah integriti Parlimen, integriti untuk memerangi rasuah dan kelengkapan menyiapkan prasarana Parlimen itu lebih penting sekarang ini," kata beliau yang juga Naib Presiden PAS ketika ditemui di lobi Parlimen siang tadi.

Ahli Parlimen Permatang Pauh, Datuk Seri Anwar Ibrahim yang juga ketua pembangkang pula berkata, bajet 2012 seharusnya lebih memfokuskan kepada kepentingan rakyat, bukan wakil rakyat.

"Bajet 2012, kita mahu ia lebih fokuskan kepada rakyat, bukan ahli Parlimen itu sendiri," katanya.

Sementara itu, ahli Parlimen Bagan, Lim Guan Eng berkata, sebaiknya elaun dan kemudahan kakitangan Parlimen ditingkatkan.

"Bukan masanya untuk tambah elaun ahli Parlimen sebaliknya lebih perlu tambah elaun staf dan pembantu Parlimen," katanya yang juga Ketua Menteri Pulau Pinang.

Satu pihak mengatakan tidak perlu peningkatan elaun untuk ahli Parlimen kerana wang yang berlebihan seharusnya digunakan untuk rakyat tetapi satu pihak lagi mengatakan perlunya pertambahan elaun untuk kakitangan Parlimen.

Lagipun dalam isu ini hanya menandakan Perdana Menteri adil kepada wakil rakyat Pakatan Rakyat. Pertama kali dalam sejarah Negara terdapat lebih daripada 80 ahli parlimen Pakatan Rakyat di Parlimen. Sekirannya kerajaan sudi untuk meningkatkan elaun untuk ahli parlimen keadaan ini hanya menandakan kerajaan mesra kepada ahli parlimen Pakatan Rakyat.'

Kalau benar ikhlas ahli Parlimen Pakatan Rakyat hendak mengutamakan rakyat dan belanjawan negara maka mereka DICABAR supaya tidak mengambil pertambahan elaun tersebut. Kenyataan mereka seharusnya seiring dengan tindakan mereka sekirannya mereka benar – benar berintegriti.                                 

Percanggahan 2 – Belanjawan Defisit


Azmin Ali vs Lim Guan Eng

Timbalan Presiden PKR Mohamed Azmin Ali yang ditemui pada satu program di Shah Alam menjelaskan bajet yang telah diumumkan oleh Perdana Menteri Datuk Seri Najib Razak semalam merupakan satu bajet yang tidak berhemah.

Ramai pemimpin Pakatan Rakyat mengatakan bahawa belanjawan kali ini tidak realistik , terlalu boros dan juga akan menyebabkan belanjawan defisit.

Namun pada masa yang sama Ketua Menteri Pulau Pinang Lim Guan Eng pula mencadangkan elaun dan kemudahan kakitangan Parlimen perlu ditingkatkan.

Sana mereka mengatakan belanjawan ini merupakan belanjawan defisit dan sini pula mereka cadangkan pertambahan elaun dan kemudahan kakitangan parlimen perlu ditingkatkan.


Percanggahan 3 – Belanjawan Perdana Menteri Lebih Baik

Semua Pemimpin Pakatan Rakyat mengatakan bahawa belanjawan yang dikemukan oleh Perdana Menteri bukanlah satu belanjawan yang baik.

Ahli Parlimen Pokok Sena itu turut berkata, Datuk Seri Najib Razak dilihat ingin "berlawan" dengan Pakatan Rakyat dengan cuba mempamerkan belanjawan yang lebih baik daripada yang dibentangkan Pakatan, Selasa lalu.

"Kerajaan terdesak kerana ingin menunjukkan belanjawannya lebih baik daripada belanjawan Pakatan.

Kalau benar sekalipun kenyataan Ahli Parlimen Pokok Sena maka kenyataan beliau sudah menggambarkan beliau sudah bersetuju belanjawan Perdana Menteri adalah lebih baik daripada Pakatan Rakyat. Hendak berlawan atau tidak dan terdesak atau tidak bukanlah satu pertikaian yang penting kerana yang penting apa sahaja alasan dan sebab asalkan belanjawan Perdana Menteri lebih baik daripada Pakatan Rakyat sudah berjaya dipamerkan seperti yang dikatakan oleh Ahli Parlimen Pokok Sena.

Percanggahan 4 – Bajet Pilihanraya

Ahli Parlimen Kuala Selangor Dr Dzulkifly Ahmad ketika diminta mengulas tentang bajet yang telah diumumkan itu menjelaskan bajet tersebut adalah lebih terjurus kepada gula-gula politik ataupun peruntukkan pilihanraya.

"Bajet yang diumumkan oleh Najib itu hanyalah lebih kepada untuk menghadapi pilihanraya yang akan datang.

Beliau menambah bajet ini adalah mencedok dari apa yang telah di umumkan oleh belanjawan Pakatan Rakyat sebelum ini.

Kenyataan ini hanya menandakan Dr Dzulkifly sendiri bersetuju bahawa bajet Pakatan Rakyat juga merupakan bajet gula – gula politik dan hanyalah menjurus untuk menghadapi pilihanraya kalau benar Perdana Menteri mencedok daripada Pakatan Rakyat.
 
Percanggahan 5 – Bajet Untuk Kakitangan Awam

"Kita melihat bajet kali ini tidak diletakkan gaji minimum sebagai sasaran mereka dan secara jelas saya katakan Najib cuba mengelak untuk terus ada komitmen dengan pekerja awam mahu pun swasta. - Ahli Parlimen Kuala Selangor Dr Dzulkifly Ahmad

"Najib hanya mengumumkan pemberian bonus dan juga kenaikan gaji pekerja awam mengikut gred-gred tertentu dan apa yang kita lihat setiap kali bonus mahupun gaji dinaikkan maka akan wujud inflasi di negara ini dan ia akan terbeban kepada semua rakyat bukannya kepada mereka yang mendapat faedah, inilah ketidak adilan yang wujud dalam bajet kali ini," ulasnya lagi. - Ahli Parlimen Kuala Selangor Dr Dzulkifly Ahmad

Salahuddin dalam pada itu menyifatkan pengumuman bayaran khas sebanyak RM3,000 kepada bekas anggota serta duda dan balu polis khas dan polis tambahan yang pernah berkhidmat menjaga keselamatan negara semasa zaman darurat sebagai kesedaran yang diperjuangkan Pakatan Rakyat


Pertama beliau mengatakan Najib tidak ada komitmen untuk membantu pekerja awam tetapi pada masa yang sama beliau pula mengatakan Najib mengumumkan pemberian bonus dan juga kenaikan gaji kepada pekerja awam.

Dasar Pakatan Rakyat juga hendak menaikkan gaji kakitangan awam dan sekirannya keadaan ini berlaku maka bukankah kenaikan ini juga akan mengalami inflasi dan semua rakyat akan terbeban seperti yang dikatakan oleh Dr Dzulkifly Ahmad.

Apakah rasional mereka naikkan gaji kakitangan awam maka tidak akan sesekali mengalami inflasi tetapi jika kita melakukannya pula akan mengalami inflasi?

Percanggahan 6 – Bajet Perdana Menteri = Bajet Pakatan Rakyat

Pakatan Rakyat VS Pakatan Rakyat

Semua kenyataan pemimpim Pakatan Rakyat mengenai Bajet 2012 sangat lemah , tidak baik , defisit , boros , tidak realistik dan sebagainya.

Naib Presiden PAS, Salahuddin Ayub berkata, sebanyak 30 peratus bajet itu diambil dari Pakatan Rakyat – buku jingga dan dokumen negara berkebajikan milik PAS.

Sementara itu, TVS melaporkan Ketua Pembangkang Datuk Seri Anwar Ibrahim juga mengakui  bajet 2012 dicedok dari bajet Pakatan Rakyat.

Apakah Pakatan Rakyat kini sendiri hendak memperlekehkan belanjawan mereka sendiri ?

 
Percanggahan 7 – Bajet 2012 Tidak Realistik

Ketua Pembangkang, Datuk Seri Anwar Ibrahim menyifatkan Belanjawan 2012 yang baru sahaja dibentangkan sebagai tidak realistik dan merupakan satu lagi helah menjelang pilihan raya umum ke-13.

"Ia tidak realistik. Amat jelas satu helah pilihan raya. Dalam 10 tahun lepas, anggaran pertumbuhan, defisit dan pelaburan asing sentiasa berbeza dengan angka sebenar," kata Anwar.

"Jelas ia merupakan helah pilihan raya," kata ahli parlimen Permatang Pauh itu lagi yang mendakwa sebahagian daripada pengumuman dalam bajet dibentangkan perdana menteri hari ini dicedok daripada bajet Pakatan Rakyat.

Bagaimana kalau bajet yang dikatakan tidak realistik yang hendak dilakukan oleh Perdana Menteri tidak realistik tetapi pada masa yang sama Anwar mengatakan bajet ini dicedok daripada Pakatan Rakyat pula realistik ?

 

 

 

You mess with the Sultan at your own peril

Dear Pete,

After reading my piece in your website about Rosmah's presence in the closed door meeting between Najib and his aides in the Ministry of Finance prior to the presentation of 2012 Budget in Parliament, a veteran Johor UMNO friend of my Dad sent me an e-mail about the case of the Sultan of Johor being offended by Lim Guan Eng's speech. The gist of his very long e-mail summarised as follows:

According to this friend, the Johor Royal Family has always stayed above politics and hates to be dragged into it, and the present Sultan has made this point crystal clear. It is the Johor UMNO that is always looking for opportunities to get the Royal Family involved to lend credence to their ulterior motives.

UMNO has not learned their lesson after what happened during the Constitution crisis during the Mahathir–Iskandar era. Starting from the north, Kedah, Mahathir's home-state, UMNO organised rallies to gain support for Mahathir's proposals to amend the Constitution shaving off the powers of the Rulers, specifically that of the Yang di-Pertuan Agong for Dr M feared that the incoming Agong (which was to be Sultan Iskandar of Johor) would not give assent to bills passed by the Mahathir-controlled Parliament.

When the rally came down south to Johor, who was to speak up for UMNO but Johorean Musa Hitam, the DPM then. Musa was obliged to speak and he did. His Highness Sultan Iskandar was fuming mad, and he ordered that all photos of Mahathir and Musa be taken down from all State Government offices. At a function in Saujana (the Johor MB's residence), the Sultan purposely arrived late to make Mahathir wait, a lesson Dr M never forgets.

Then came the opportunity for the Sultan to teach 'this kurang ajar' anak Johor, Musa, a lesson. During a Friday prayer session at the Mosque in Kg Baru, KL, TV3 filmed this incident when Sultan Iskandar told Musa to apologise before Allah and the congregation.

"The noble Brutus hath told you Caesar was ambitious: If it were so, it was a grievous fault, and grievously hath Caesar answer'd it," said Shakespeare. If Guan Eng had in fact uttered those words, Guan Eng has paid for it by publicly apologising to His Highness Sultan Johor, even though the Tuanku did not insist on it but was demanded by DPM Muhyiddin.

DPM Muhyiddin knew what happened to Musa Hitam at the mosque in Kg Baru, KL, and he is very careful now to not step on the Sultan's toe. This sly fox is just waiting for Najib to make a mistake, for he also knows that Najib has been snubbing the Sultan -- probably because of some mega-projects in Johor which Rosmah wants for her cronies, but the Sultan disagrees. The Sultan is fully aware of Rosmah's unsatisfiable and boundless greed (maybe in her desire to overtake Daim Zainuddin in wealth). Muhyiddin is praying and playing to the Sultan that His Highness might explode and expose Rosmah's scheme of things to pave the way for Muhyiddin to move into whatever projects Rosmah is after, and also move into Najib's seat in Putrjaya. Don't forget, Johor State is the bastion of UMNO, which can tell Najib to go and fly a kite. 

It is common knowledge to Singaporeans that whenever they are in Johor Bahru they are targets for highway robbers, kidnappers, extortionists, etc., because of their vehicle registration plates. Big-time Ah Longs and 4D gambling syndicates operate in Johor Bahru. Before Singapore legalised horse racing punting within Singapore, all the bookies operated from JB. There are more money changers in JB than any Malaysian town, KL included, to cater for the gamblers rather than the shoppers. Obviously, the Home Minister, who is also a Johorean, has not been directing his policemen to get rid of these menaces from the Royal Town, and the Sultan being the Head of Islam in Johor, is not amused at all. We have heard rumours that Hisham is now aligned to the DPM and is forsaking his own cousin; politics at play.

To all who dares to engage the displeasure of His Royal Highness Sultan Ibrahim Iskandar, let it be known that the same fate that befell Tun Musa Hitam awaits the idiotic challenger! As for Rosmah, her pedigree, background and education are thousands of miles behind those of the Consort to the Sultan of Johor, Raja Zarith Sofia except perhaps in money and branded handbags.
