Justice for all, not just Khairy, DAP MP tells cops

(The Malay Mail) - DAP MP Lim Lip Eng today contrasted the police's swift response to break-in at Minister Khairy Jamaluddin's (picture) home against what he described as slow or even lack of response to similar cases involving ordinary citizens. 

The Segambut MP said that while the Royal Malaysia Police's (PDRM) "efficient" response to the high-profile incident involving the youth and sports minister was welcome, there should be no double standards when investigating crime, before pointing to what he termed a low conviction rate of burglary cases involving the public.

"The police have managed to release pictures of the suspects involved in the break-in of Khairy's house. I demand the same response for all victims.

"I have received many complaints that when it comes to the regular people, no pictures have ever been released or even of the police not going to the victim's house to follow up," Lim told a press conference in Parliament here.

The home of Youth and Sports Minister Khairy was invaded last Saturday afternoon by three men who scaled the perimeter wall at the Bukit Damansara mansion before breaking in through the front door.

No one, save for Khairy's maid, was home when the men entered in the 5.30pm incident.

The robbers made off with several laptops, watches and other valuables.

Within days, police released the picture composites of two male suspects who were believed to be involved in the brazen daylight robbery.

Today, Lim claimed normal break-in victims would never enjoy such efficient response from the police.

To support his claim, the DAP leader cited the authorities' refusal to release the pictures of suspects involved in the murder of N. Dhamendran whose death while in police custody last month triggered a public uproar.

"I demand they release the pictures. If they fail to do so, that means they are Umno police and not for the people," Lim charged.

Another DAP lawmaker, Tony Pua, previously said the burglary of Khairy's house illustrated the reality of Malaysia's dire crime situation, adding in a statement on Sunday night that Putrajaya could not afford to brush aside concerns over growing lawlessness as a "perception" problem any longer.

Prior to that, Khairy had on his Facebook page admitted that the incident was a stark reminder to all about the seriousness of crime in the country.

"It is a real issue and not just merely a perception," he said.

Putrajaya's efficiency unit Pemandu last year reported a 10-per cent reduction in index crime for the first half of the year, along with an 11 per cent reduction the previous year and a 39.7 per cent drop in street crime for the same duration. The media was also blamed for reporting news of such cases.

But these figures were quickly undressed by anonymous and former police officers as well as a crime watchdog who alleged the impressive reductions were nothing more than statistical sleight of hand.

The authorities had defended themselves from such accusations by insisting the numbers were not doctored and that the growing presence of anecdotal crime reports in social media was simply a "perception" rather than fact.

Children should not be forced to convert, says ex-Perlis mufti

(The Malay Mail) - Children should not be forcefully converted to Islam, former Perlis Mufti Datuk Dr Asri Zainul Abidin has said as non-Muslim tempers continue to flare over a newly-mooted law permitting the unilateral conversion of minors to Islam.

Instead, Asri said children should be allowed to decide which religious beliefs they want to profess upon turning 15, while their Muslim convert father should be given the right to educate them in Islam should the court grant custody to their non-Muslim mother in divorce cases.

"Leave the matter to the children. It's a free country," Asri told The Malay Mail Online in an exclusive interview here yesterday.

"If you force someone to embrace something they don't like, they may want to change religions. Then, apostasy cases will happen again," said the well-known Muslim scholar.

Non-Muslim groups, the Malaysian Bar and politicians on both sides of the divide have denounced the Administration of Islam (Federal Territories) Bill 2013, which allows the unilateral conversion of children below 18 years to Islam, as unconstitutional.

Health Minister Datuk Seri Dr S. Subramaniam suggested on Tuesday that a translation error was at the centre of the religious row on the Bill that was tabled in Parliament last week.

Subramaniam reportedly said that the Malay version of section 107(b) of the proposed law, which states the conversion of a minor requires the consent of a "parent or guardian", was not in line with the English version.

The MIC deputy president noted that the Malay version translates the word "parent" to "ibu atau bapa" ("mother or father").

But Asri pointed pointed out that the Quran states there is "no compulsion in religion", the same line that invited controversy last year when PKR MP Nurul Izzah Anwar declared it during a forum.

Asri said that according to the Tafsir Ibn Kathir, which is a commentary of the Quran, that statement was revealed when the Ansar community in Madinah embraced Islam and wanted their children — who had been sent earlier to the Jews to be baptised — to be similarly converted to Islam.

"For that, Allah revealed that there's no compulsion in Islam," said Asri. "So, nobody can force others to embrace a religion, not even their parents."

Asri pointed out that if Muslims were afraid of children choosing religious faiths other than Islam, they should educate children well.

"If you educate someone and you believe that Islam is a strong religion and has more evidence than others, people will embrace the religion full-heartedly," he said.

Penang Speaker issues stern warning to Seri Delima assemblyman

(Bernama) - Only two days into the Penang state assembly sitting, Speaker Law Choo Kiang had to repeatedly warn assemblymen not to create provocation that could cause anger and disrupt proceedings.

This time, RSN Rayer (DAP-Seri Delima) was given a stern warning by Law after Rayer kept making provocative remarks that made Datuk Roslan Saidin (BN-Pinang Tunggal) angry pertaining to a racial issue.

Law who had repeatedly asked Rayer to sit down and stop talking, was finally forced to raise his voice in giving him a stern warning if he refused to heed.

"Seri Delima, sit...I will not hesitate to take action and the same goes for Pinang Tunggal (assemblyman).

"When a clarification has been made in this assembly hall and I accept it, I feel it should not be raised again. This debate session should go on smoothly and I ask for the cooperation of all Yang Berhormat," he said during the debate on the motion of thanks for the Yang Dipertua Negeri's address, here, today.

Earlier, Rayer who interjected Omar Abdul Hamid's (BN-Permatang Berangan) debate on housing, suddenly touched on the racial issue that was raised by Roslan yesterday.

Rayer, who seemed emotional and raising his voice, made a remark that appeared to be challenging the Speaker on the assembly's standing order.

"We need to make a stand....Is the Speaker going to allow Pinang Tunggal to leave this hall while many doctors outside there including Malay, Indian and Chinese doctors are unhappy with his (Roslan) statement yesterday?" he said.

Roslan had yesterday raised the issue of a Chinese doctor at a government hospital giving poor service to a Malay patient.

Roslan, who was angry with Rayer's remark, stood up and explained that he had clarified the issue yesterday and had filed a complaint on it with the relevant authority.

"I had given my reply yesterday and I had taken action. But Seri Delima is going overboard for what? He's only good at play acting compared to his performance (as assemblyman), but it's Datuk Keramat (Jagdeep Singh Deo) who still gets to 'naik pangkat' (promoted)," he said. 

 

Election petitions to hold court with ink, bribery and murder drama

Among the bundles of affidavits, notes, testimonies and other bits of evidence which make up the 39 election petitions filed by Pakatan Rakyat following GE13 lies the story of K. Murugan.

Or more accurately, his gruesome murder.

His death only merited a dash of ink in the newspapers in the days leading to May 5, and if not for the tireless efforts of his family and PKR's Vasantha Kumar, it would have been a footnote by now.

Vasantha, the candidate for Tapah, remembers Murugan working tirelessly for him in the tough battle against MIC's Datuk M. Saravanan. He organised political rallies and worked the ground sufficiently that he got noticed.

He received death threats and was asked to stop campaigning for the Opposition.

He disregarded the threats and did not think twice about leaving his home early on May 1 after receiving a call. That was the last time he was seen alive. His body was found in a river, weighed down by scrap metal. His hands and feet were bound.

Vasantha said: "We believe that Murugan was murdered to intimidate the voters. He was well-known locally and it was his job to organise ceramahs for me."

This is probably the first time in Malaysian history that murder has been raised as a reason to nullify an electoral result. This is also the first time in history that so many election petitions have been lodged by Barisan Nasional (BN) and Pakatan Rakyat (PR).

A total of 58 cases has been filed in the peninsular, nine in Sabah and another two in Sarawak by the June 12 deadline.

Given the long and testy period of campaigning and the host of allegations of cheating and vote-tampering in the run up to polling day, it is not surprising that a record number of petitions have been filed.

Also driving this election petition campaign is a deep sense of grievance at being robbed of the ultimate prize: control of Putrajaya.

"The Election Commission (EC) committed fraud when the indelible ink failed," Sivarasa said.

"The silver nitrate was absent, so the ink didn't work," Sivarasa said in explaining why the ink was easily washed off.

In Parliament, Tan Sri Shahidan Kassim, the Minister in the Prime Minister's  Department, said that the ink really contained a food colouring instead of silver nitrate, the chemical compound that ensures the ink stays on the skin for at least 72 hours.

PR will also file civil suits against the EC for failure to conduct polls fairly.

Sivarasa added that the alleged irregularities that were included in PR's petitions involved the "suspicious voting pattern in the early voting ballots". PR questions the validity of postal votes and those submitted by the members of the police and armed forces.

"The ballot boxes are kept for five days without supervision from election observers," said Sivarasa, pointing to the possibility of vote-rigging.

The petitions also refer to the allegations of vote-buying at various places, including the Bagan Datok seat held by Home Minister Datuk Seri Ahmad Zahid Hamidi.

Ahmad Zahid had been accused of spending RM2 million, 10 times the allowed sum for election expenses, after he was caught on video admitting that he offered RM100 in cash and rice to 24,000 people.

Conversion Bill: DAP offers help to BN

DAP chairman Karpal Singh says DAP is willing to provide BN with the two thirds majority needed to end the row over unilateral conversion of minors.

In a rare moment of unity, DAP chairman Karpal Singh today offered Barisan Nasional each DAP MP's support to amend Article 12(4) of the Federal Constitution which relates to the religious conversion of minors.

Article 12(4) of the Federal Constitution states: "…the religion of a person under the age of eighteen years shall be decided by his parent or guardian".

The Bukit Gelugor MP suggested today that an amendment could be made whereby the word "parent" was followed with "deemed to be both parents if both parents are alive".

The amendment, he argued, would bring an end to the row over the Administration of the Religion of Islam (Federal Territories) Bill 2013 which, if passed, could allow a sole parent to convert children below 18 to Islam.

"The DAP will, in the public interest, provide the necessary support. It has 38 members of Parliament, nearly thrice the number the BN needs to secure a two-thirds majority," Karpal said at a press conference in the Parliament lobby today.

"In the interests of humanity, such an amendment should secure the support of all members of Parliament on either side of the divide."

The veteran politician said that if the Constitution remained unchanged, it was unlikely that Parliament would be able to stop the Bill from being bulldozed through.

He noted a court ruling in 2004 and 2007 which stated that use of the singular word "parent" in the constitution referred to the consent of a single parent, and was enough to validate the conversion of a minor to Islam.

"The decision of the Federal Court, the highest court in the land, would appear to tie the hands of Parliament," Karpal said.

"Such an amendment would remove, once and for all, any doubt as to the intention of the framers of the Constitution who must have had such an objective in mind in the inclusion of Article 12(4) in that sacred document," he said.

Sue me in UK, banned Rewcastle dares Taib’s crony

Despite earlier assurances by Malaysian officials that she would be allowed to enter the country, Clare Rewcastle Brown was deported "on orders" from Sarawak Chief Minister's office.

A former BBC journalist who was unable to defend herself in a libel case because she was barred from entering Sarawak claimed the Taib Mahmud-regime was out to "achieve a kangaroo court judgement" against her.

Clare Rewcastle Brown, who runs online investigative portal Sarawak Report and Radio Free Sarawak said: "It has been drawn to my attention that there is a general convention within the English court system to enforce a judgement by a Commonwealth Court.

"I believe they are seeking to abuse the system by achieving a kangaroo court judgement in Sarawak and seeking to enforce that in the UK."

According to Rewcastle-Brown, a well-known politician from Taib's Pesaka Bumiputera Betrsatu (PBB) party  had filed a court action in Kuching against her as the "responsible editor" of Sarawak Report.

She said the aim of the suit was to obtain an out-of-jurisdiction-order for an alleged libel offence.

Commenting on the incident in a video, Rewcastle-Brown, who is married to former British Prime Minister Gordon Brown's brother, said: "The fact that I am threatened with being turned away by the Immigration shows exactly how this country is run for the benefit of the sorts of people who are trying to sue me.

"I do not believe I have any chance of a fair trial here in Kuching.

"I think that those who are seeking to pursue me in the courts here should put their actions where their mouths are and have the guts to come and sue me in the UK, where I do believe I can get a free trial and an independent jury, " she said.

Rewcastle Brown had arrived in Kuching from Singapore on Wednesday morning at 11.45 am to defend herself in a libel case brought to her by "a crony of the Taib government".

According to Swiss based Bruno Manser Fund (BMF), which broke the news, Rewcastle Brown was deported from Kuching on orders from Chief Minister Taib's office despite "earlier assurances" that she would be allowed to enter.

Malaysian premier shrugs off looming threats to economy

(Financial Times) - A slowdown in the Chinese economy, plunging commodity prices and the looming end of US "QE3" quantitative easing might appear to be a perfect economic storm for Malaysia.

 

The commodity producer exports to China and has benefited handsomely from the cash that washed through emerging markets as a result of the US Federal Reserve's aggressive bond-buying programme.

 

In an interview with the Financial Times on Wednesday, however, Najib Razak, Malaysia's prime minister, played down the likely effects of the threats to growth coming from the world economy. As a leader fresh from an election victory, his confidence is understandable. But some might see it as misplaced.

 

Mr Najib insisted Malaysia remained on course to grow at 5 to 6 per cent annually and achieve the government's target of joining the ranks of the world's high-income countries by 2020.


Mr Najib was speaking during a visit to London, made as his government is settling back into office after the ruling United Malays National Organisation overcame the biggest-ever challenge to its power in May's parliamentary elections. The opposition won 51 per cent of the vote, but Umno and its partners in the ruling coalition secured 60 per cent of the seats under Malaysia's constituency-based voting system.

 

The prime minister pledged to accelerate economic reforms and show that the country could be modernised "from within" the existing political framework – a riposte to the opposition's election claims that Malaysia needed a change of leadership after decades of unbroken Umno rule.

 

He said: "I want to prove the point that we can make changes from within. We can transform the government and the economy, as well as democracy in Malaysia."

Anwar withdraws suit against Hamzah

(Bernama) - Opposition leader Datuk Seri Anwar Ibrahim has withdrawn his RM10 million defamation suit against Deputy Foreign Minister Datuk Hamzah Zainuddin (picture).

Anwar's counsel, R.Sivarasa, and Datuk Firoz Hussein Ahmad Jamaluddin, representing Hamzah, said in a joint press statement Wednesday that the suit had been amicably resolved on confidential terms between both parties.

"The parties have decided that continuing this litigation is unnecessary and counterproductive bearing in mind the current political scenario and their current political responsibilities."

Sivarasa said as far as the plaintiff was concerned, the disputed statement had not been repeated and both parties had agreed not to raise this matter again.

Anwar filed the suit on Aug 22, 2008, claiming that Hamzah, who was Housing and Local Government deputy minister at the time, had uttered defamatory words about him which were published in an article titled "Anwar Harrassed My Wife" in Chinese daily Kwong Wah Jit Poh its Aug 19, 2008 edition.

The suit had been fixed for hearing today before High Court Judge Rosilah Yop. 

 

Ballot counting may be streamed live during Kuala Besut elections

Announcing this today, its minister Datuk Seri Ahmad Shabery Cheek said 'real time' is what the people want these days.
 
"We will have to talk to the Election Commission to figure out the logistics, but this way everyone can watch what's going on from home," he told reporters at the launch of the 'Media and general elections forum' this morning.
 
Commending Radio Television Malaysia's (RTM) efforts at streaming the question and answer (Q&A) session in Parliament live, Ahmad Shabery said by showing it as such, the public can see the process.
 
"If there's a blackout, they will see that there was one. Nothing is edited," he said.

Egypt's Mursi removed from power

(Sydney Morning Herald) - Egypt's military has ousted the nation's Islamist president, Mohamed Mursi, replacing him with a chief justice, calling for an early presidential election and suspending the Islamist-backed constitution.

Let's call what's happening by its real name: Military coup 

The decision was greeted with jubilation in Cairo's Tahrir Square, where thousands of opponents to Dr Mursi had been calling for his toppling for days.

Elsewhere, clashes between security forces and supporters of Dr Mursi's Muslim Brotherhood party had left at least 14 people dead and dozens wounded.

Dr Mursi is being held by the authorities, a Muslim Brotherhood spokesman and a security official said.

Ahmed Aref, the Brotherhood spokesman, said both Dr Mursi and Essam El-Haddad, a senior aide, were being held but he did not know where.

A security official said they were being held at a military intelligence facility.

 

At least two senior leaders close to Dr Mursi have also been arrested - Freedom and Justice Party Saad al-Katatni and the deputy head of the Muslim Brotherhood Rashad Bayoumi. 

 

The army issued orders for the arrest of another 300 Islamists.

Parti Sosialis Malaysia (PSM)'s decision to forge ahead with a renewed agenda to cultivate a strong left wing movement is a step in the right direction and will add another dimension to the national political discourse, a political analyst opines.
 
As the political stances of Pakatan Rakyat and Barisan Nasional (BN) are not driven by ideology, Malaysians need an alternative view of how policies affect them and to what extent, Boon Kia Meng said.
 
Therefore, a strong left in Malaysia will add to the polemic on policies that affect the people's welfare, he added.
 
"The situation now is both coalitions do not have any coherent or consistent left agenda. BN, as a political structure, is undergoing a fundamental crisis and it needs to find a viable political organisation to secure their political hegemony," said Boon, a philosophy lecturer who is also an award-winning documentary producer. 
 
"From a Marxian point of view, the ruling classes are made up of various fractions of capitalists, senior state bureaucrats and politicians. 
 
"For these groups, they don't really care which political parties are in power, unless their rent-seeking opportunities are tied specifically to Umno. They will find the most suitable political structure for capital accumulation.
 
"In that sense, these groups would also seek to court Pakatan's state governments. These business interests would hedge their bets and support any pro-business, political party or coalition," Boon added.
 
Hence, this is where the left would come in – to serve as a check and balance of the political coalitions, he said.
 
Championing socialist principles
 
Following a general election that left it practically empty-handed and pondering its future, PSM held its 15th annual congress recently and resolved to stay the course and continue to champion socialist principles and left wing politics.
 
This, the party believes, is a political aspect Malaysia could use, at this point in time.
 
The challenge for the party, PSM chairman Dr Mohd Nasir Hashim told fz.com, is how to define socialism to people who are already biased against it.
 
(Socialism is defined as any of various theories or systems of social organisation in which the means of producing and distributing goods is owned collectively or by a centralised government that often plans and controls the economy.)
 
Nasir explained that they needed to cleanse perceptions about socialism that have been perpetrated negatively over the years by not only the government, but other political parties.
 
"Yes, we are facing hardship because we are carrying baggage from past. But for us, the truth is socialism," he said.
 
"For us, we are fighting for the truth. We know we are fighting for the truth amidst a lot of blockages," he added.

MCA to oppose broadening of syariah court’s powers

(The Malay Mail Online) - The MCA has vowed to fight in Parliament against a proposed law giving the syariah court extensive powers to decide an individual's Muslim status, after its leaders met with the country's largest non-Muslim interfaith group here.

MCA deputy president Datuk Seri Liow Tiong Lai (picture) reportedly labelled a few clauses in the Administration of the Religion of Islam (Federal Territories) Bill 2013 as violating freedom of religion.

"Cabinet must amend the Bill or retract the Bill. MCA will oppose the related proviso," Liow was quoted saying by news portal fz.com.

The Malaysian Consultative Council of Buddhism, Christianity, Hinduism, Sikhism and Taoism (MCCBCHST) had in a meeting with the MCA yesterday shared its concerns on section 107 (b), clauses 51(3)(b)(X) and 51(3)(b)(XI) of the Bill.

The two clauses are on the syariah court's jurisdiction to decide an individual's religious status.

According to the news portal, clause 51(3)(b)(X) empowers the syariah court to declare that a person is no longer a Muslim, with the other clause giving the syariah court power to decide on whether a deceased person was a Muslim or otherwise at the time of death.

Sardar Jagir Singh, MCCBCHST's deputy president, said jurisdiction in legal disputes over the religious status of individuals should lie with the civil court instead of the syariah court.

No sane man will allow daughter to marry below 15, says Asri

(The Malay Mail Online) - No sane father would permit his daughter to wed before turning 15, former Perlis Mufti Datuk Dr Asri Zainul Abidin said yesterday.

The prominent Muslim scholar also stressed that the syariah court should exercise discretion in permitting child marriages in "exceptional cases" such as if the girl is a 15-year-old orphan whose suitor is a loving, stable man.

"If the father is sane, he's not going to allow his child to get married at 13," Asri (picture) told The Malay Mail Online in an exclusive interview here.

"Islam does not allow forced marriages, marriages by deceit, and marriages without the agreement of the wali, a sincere protector," added the Muslim cleric, referring to the guardian for females seeking marriage.

An uproar ensued when a 40-year-old Sabahan married a 13-year-old girl recently after raping her. The Attorney-General's Chambers reportedly dropped the statutory rape charge after the man registered his marriage in the syariah court, triggering public anger.

Attorney-General Tan Sri Abdul Gani Patail later promised in May to press statutory rape charges against the man, regardless of his marriage to the child, who is younger than the 17-year-old daughter from the man's first marriage.

Women's groups have called for an end to child marriages, saying that child brides were less likely to complete their education and faced higher risks of physical, sexual and mental abuse.

"Young brides are more likely to become young mothers, and the risk of death in pregnancy and delivery for girls under the age of 15 is five times higher than for women in their 20s," said the Joint Action Group for Gender Equality (JAG) in a statement last month.

According to JAG, the 2000 Population and Housing Census showed that 6,800 girls under the age of 15 were married, with Selangor showing the most cases, followed by Sabah. Malays had the most number of child marriages at 2,450, while other Bumiputeras had 1,550, Chinese 1,600, Indians 600 and others 600.

Thailand's Rice Subsidy Trap

Government bends to farmers, restores rice pledging scheme

The Thai government is riding a subsidy tiger it appears unable to dismount politically. It has caved in to the rice farmer lobby and restored the support price for rice to Bt15,000 a tonne (US$484) soon after announcing a cut to Bt 12,000. 

The reversal of policy came after a cabinet reshuffle and bore the fingerprints of and bore the fingerprints of exiled former Prime Minister Thaksin Shinawatra who had encouraged his sister to institute this massive rice farmer subsidy last year.

The move is expected to buy some political space for Yingluck Shinawatra, whose administration has been under fire on various fronts. The support of the so-called pledging price for rice delivered to warehouses appears to be popular, and not just among farmers. 

However, the cost to the nation of supporting a price which is roughly 30 percent above the world market price will have to be paid by the people at large. At one level it may be seen as a necessary form of income re-distribution away from Bangkok and the cities toward the countryside. 

However in the process it raises several other issues. One is that it benefits only rice farmers, not farmers of other crops, many of whom are found in the poorer provinces of the northeast and far south. Second is the wisdom of providing a subsidy for a major export crop, which can only depress global prices and sustain Thai production at a higher level than its unimpressive farm productivity performance justify.

There is scant sign that the subsidy is doing anything beyond support consumption by the beneficiaries rather than invest in raising productivity so that rice farmers could earn a decent income without subsidy.

The cost to the government so far has been put at Bt146 billion to date but the actual losses are said to be hard to calculate because of the lack of reliable information about the true size and quality of stocks, and prices at which the government has sold rice in government-to-government deals.

Unwillingness to sell rice at a loss is natural but accounts for the fact that Thailand has now fallen behind Vietnam and India in volume exports and is likely to have to also face increased competition from a Myanmar whose farmers will likely respond to freer market and access to inputs and boost production as the Vietnamese previously. 

With income levels in Thailand being so much higher than Vietnam, India or Myanmar, Thailand desperately needs a farm productivity boost if its taxpayers are not to be saddled with permanent subsidies for rice farmers, which detract from its ability to raise investment and consumption benefitting the population at large.

Solve Crime Without Violating Human Rights

The attempt by the government and its media to pin the blame for the rising incidence of crime on the repeal of the Emergency Ordinance is a devious attempt to reintroduce detention without trial. This is a further indication of the Najib administration's rather tenuous adherence to democratic reform.

 

There are at least three strong reasons for opposing any return to detention without trial:

 

1.       It is a gross violation of human rights.

For decades, our country has been relying on detention without trial laws to deal with all manner of "problems" including putting away opposition leaders and other innocent people like myself. The repeal of the ISA and the EO last year was the least any reforming government had to do. Any attempt to bring back so-called "preventive" laws to deal with suspected criminals is a retrograde step and will be seen as a downright betrayal by the Najib government after its GE13 pledge. Apart from violating the detainees' right to due process, EO detainees have also been subjected to physical and emotional torture as SUARAM's annual human rights reports show. The EO also violates Article 5 of the Federal Constitution which guarantees a person's right to trial and right to be defended by a legal practitioner.

 

2.       The detention of the six PSM leaders has exposed the arbitrary use of EO

Like the ISA, the EO has been used by the police and home ministry as a convenient means to arrest and detain whoever they want. More often than not, the arrests made under the EO are also of a speculative nature instead of (so-called) "preventive", resulting in many innocent people being arrested. Many victims of the EO have never had a criminal record. This has included the six upright PSM leaders in 2011.

 

By so doing, the police and the government have lost all credibility in claiming that the EO is necessary to deal with hardened criminals. The EO is too broad and leaves too much room for corruption as witnessed in the many cases of police officials profiting from the invocation of the EO. This fact alone – that the police and home ministry have abused the EO by detaining innocent political leaders – is sufficient to take the moral air out of the myth that "preventive" laws are necessary to apprehend criminals.

 

3.       Other countries have succeeded in solving crime without "preventive" laws

The Malaysian government should accept the reality that it has failed to solve the ever increasing incidence of crime and address the factors responsible for this failure, namely, corruption, lack of political will, allocation of human resources, among others. Again, if we can point to one example in the world where they have succeeded in solving this problem of crime without resort to detention without trial, the Malaysian government's argument falls…

 

Remember how New York City used to have the dubious reputation of being the crime capital in the world, racked with murders, burglaries, drug deals, car thefts, and other crimes? New York's drop in crime during the 1990s was correspondingly astonishing—indeed, there was even a day recently when there was no crime reported at all for all 24 hours! In a span of only a few years New York's murder rate plummeted from a high of 2,300 murders in 1990 to fewer than 600 since then, and has continued on a downward spiral for more than 10 years. This represents a reduction in the murder rate of more than 70 per cent and overall crime by 75 per cent. Car thefts fell from 150,000 per year to less than 20,000 per year.

 

I do not intend to discuss criminologists and sociologists' explanations for this here. All we need note is that New York, Boston and in fact many other cities in the world have succeeded in tackling their crime problems without any resort to so-called "preventive" laws such as the EO. They used a combination of diverse methods that worked such as neighborhood organizations and community courts.  

 

Among the methods used, New York City hired 10,000 new police officers that increased the total to a formidable force of 40,000; civilians were hired for police administration duties, freeing police officers for beat patrol and more judges were hired to reduce the time spent processing criminals. Community policing was introduced while technology was employed to track high-crime areas; the number of undercover and narcotics officers was increased; truant patrols removed school children from the streets during school hours and parents were held accountable. Unemployed and homeless men and women were put to work cleaning parks, streets, and drains or entered into job training programmes. Illegal joints were shut down and religious organisations and community organisations also played a major role.

 

Boston is also enjoying its lowest crime rates in three decades. The city uses strategic and data-driven management approach; it works in partnership with the community to fight crime, reduce fear, and improve neighborhood quality of life. It takes proactive measures that reflect public safety and the department's philosophy of neighborhood policing. The department not only tracks and reports on serious crimes, but also sets district-specific goals. It promotes accountability and creates a learning organization by spreading best practices and lessons learned across the department. Thus, community policing is key. The police work with the clergy, with communities, large industries as well as non-profit organizations.

 

But for all this to work there has to be the political will and the stamping out of corruption from the highest level of the police force to the mata mata on the beat. Then we have to prioritise more police officers on beat patrol instead of spying on law abiding citizens, breaking up peaceful assemblies and all the work connected to detaining citizens without trial.

The Reconciliation Clause that wasn't?

One of the most interesting aspects to come out of the election agreement (or if you like, contract) between Anwar Ibrahim and Najib, namely, a 'reconciliation clause' regarding post election, has been denied by both sides.

hmmm, maybe not lah
And like all boleh-stuff, the denials by both sides are damn attractive because a 'clause' in an agreement couldn't have existed or come into mention unless at least one side had raised or proposed it, and besides, we Malaysians just love a conspiracy theory.

Thus it's up to us, if we have nothing else to do wakakaka, to academically speculate on the basis of likelihood as to who had proposed the 'reconciliation clause'. I shall not add my usual 'wakakaka' lest I give my own thoughts away ..... ooops-a-daisy!

Besides, in the midst of all the distractions provided by questions such as: who was the initiator of the 'peaceful (or gentlemanly) handover' agreement, how legal would it be when one party signed the agreement whilst the other didn't, and finally but not least, how dare Jusuf Kalla, the Indon mediator, venture beyond his role as mediator (not negotiator) and mere witness to the agreement, in making alien intrusive comments on Malaysian politics, we somehow missed out an interesting 'clause'.

Yes, with all these controversial questions dangling around the issue of the so-called peace agreement for a post election situation, we have somehow missed the 'reconciliation clause' which could have raised or impacted upon the political significance, potential ramification and future cohesive (or likely lack of) consequences for the Pakatan Rakyat coalition.

Indeed, even today we're still debating the revelations by, firstly, the Wall Street Journal (WSJ) of Anwar Ibrahim's alleged reneging of the deal, and secondly, Jusuf Kalla in his condemnation of Anwar as 'mad' to believe he won GE-13 with only 89 federal parliamentary seats against Najib's 133.

Malaysia's smiling tigers, wakakaka 
Hmmm, re the second, namely Jusuf Kalla's condemnation of Anwar as 'mad', I recall Anwar making the same claim in 2008 with only 82 seats against AAB's 140 in the notorious 916 demand, so if we were to accept Jusuf Kalla's accusation, Anwar must have been 'mad' since 2008.

But of course we aren't going to tolerate a foreigner, any foreigner even if he was Anwar's friend in Indonesia's Ikatan Cendekiawan Muslim Indonesia, (ICMI), condemning our dearly beloved DSAI.

I just wonder whether the UMNO Youth-led violent disruption of Apcet II in KL Asia Hotel until its abandonment had anything to do with ICMI. Yup, why would Malaysia jeopardize its international reputation by violent disruption of an international forum that had nothing to do with Malaysia?

Maybe we should seek enlightenment from that Apcet II Destroyer, Saifuddin Nasution, who's now in a powerful political position in the Selangor government, very much akin to that gained by a BN back-door senator.

Oh, while you're pondering about Anwar's Kalla-rized 'madness', you may wish also to reflect on Anwar reneging on his personal  promise to retire from politics in the event Pakatan did not win the election.

If all those are done with, let's now re-examine that 'reconciliation clause' that we missed out completely in the general brouhaha about who initiated the deal and Jusuf Kalla's objectionable 'kah-liu' (extra ingredients) after Anwar refused to accept the election results.

According to a WSJ report, there was a clause in the pact that the winner was to offer the loser a role in a 'reconciliation government'. However, post election, both Najib and Anwar denied or claimed they had rejected it.

But as I mentioned, there couldn't have been such a 'clause' unless at least one party had proposed it.

If according to Jusuf Kalla, Anwar was the one who approached him to mediate the agreement for a peaceful acceptance of the election outcome, then could it possibly be that Anwar had proposed the 'reconciliation clause'? I don't know but do you?

Nonetheless, we need to bear in mind that Anwar had denied two issues, where he insisted that, firstly, it was Jusuf and not him, who first proposed such a peaceful agreement, and secondly, he had rejected the 'reconciliation clause' in the agreement, which was for the winner of GE-13 to offer the loser a role in a 'reconciliation government'.

And may I safely say that around half the voting population believes in him, regardless?

Bank Muamalat Upah Aktivis Hak Asasi Manusia Hentam NUBE?

Dalam dunia hari ini, kerana wang, segala-galanya boleh berubah sekelip mata.

"Rakyat Palestin adalah pengganas, bukannya pejuang!"

Tidak mustahil wujudnya pendirian seperti ini terhadap rakyat Palestin oleh orang-orang yang sentiasa tidak bersetuju dengan kaedah segolongan rakyat yang berjuang mempertahankan hak dan menentang penindasan terhadap golongan bawahan. Bagi orang-orang ini, golongan pejuang sering dilihat sebagai pengganas dan pemberontak sehingga mereka sendiri terlupa bahawa merekalah yang menciptakan fenomena ini.

Memang benarlah bahawa golongan kapitalis telah berjaya mengaburi mata dunia sehinggakan sebahagian golongan profesional dan berpendidikan tinggi pun telah buta untuk membezakan antara kebenaran dan kepalsuan. Mereka diajar untuk menetapkan keputusan sebelum melakukan kajian; bukannya kajian yang menentukan keputusan. Mereka diminta hanya melihat dengan mata; bukan disertakan akal, hati dan pancaindera yang lima. Mereka dilatih untuk berperang tanpa perlu mengenali siapa musuh yang ingin diserang. Tanpa disedari, akhirnya mereka terjerat sendiri.

Dalam dunia hari ini, kerana wang, segala-galanya boleh berubah sekelip mata. Seolah-olah dunia sudah terbalik apabila aktivis hak asasi manusia sendiri mengambil pendirian untuk menghentam sebuah pertubuhan yang membela hak-hak pekerja dan asasi manusia. Mereka terperangkap dalam 'game' yang dimainkan golongan kapitalis. Hanya mereka yang benar-benar jujur dan ikhlas dalam perjuangan sahaja akan terselamat dari perangkap ini.

Maka tidak hairanlah apabila Shaharul Anwar Shafie, seorang aktivis hak asasi manusia, pengasas sebuah media alternatif di internet dan perunding konsultan dalam bidang pengurusan strategik dan pembangunan sumber manusia mula mendedahkan wajah sebenar beliau sekaligus memaparkan kepincangan kredibilitinya kepada umum.

Kecelaruan pemikiran dan pendirian beliau boleh dibaca seterusnya dianalisa melalui sebuah entri di laman web KL-Today.com dan Malaysian Insider pada 1 Julai 2013 bertajuk "Rasis: Kali ini J. Solomon (NUBE) sedikit melampau - Shaharul Shafie".

Bukan sahaja ada sesuatu yang tidak difahami dan tidak dikaji secara mendalam oleh Shaharul malah beliau mungkin diberikan maklumat yang salah, tidak tepat atau kabur demi menutup kepincangan pihak yang memintanya menghentam NUBE. Antaranya;

1.        NUBE adalah sebuah kesatuan sekerja yang mewakili HANYA golongan pekerja perkeranian dan bukan perkeranian di bank-bank perdagangan. NUBE hanya berbicara dalam skopnya sahaja. Jadi, statistik yang telah diberikan NUBE berhubung jumlah pekerja kaum India di BMMB bagi Wilayah Utara hanya berdasarkan kategori pekerja perkeranian, bukannya termasuk pegawai dan pengurusan. Justeru itu, fakta NUBE kekal tepat dan relevan. 

 

Shaharul hanya melihat dengan sebelah mata apabila menuduh NUBE bersikap rasis berhubung isu ini sedangkan sikap rasis itu sebenarnya telah dimulakan oleh BMMB sendiri.

2.        Kenyataan Shaharul yang mendakwa bahawa pekerja yang dipecat itu tidak menghadiri Kursus AML/CFT dan Shariah sejak tahun 2011 adalah SALAH. Kandungan Surat Pemecatan daripada bank sendiri bertarikh 7 Jun 2013 mengesahkan bahawa mangsa ada menghadiri kursus yang sama pada 19 November 2011. 

 

3.        Tahukah Shaharul bahawa Kursus AML/CFT dan Shariah hanya perlu dihadiri pekerja sekali dalam setahun? Nama mangsa sebagai peserta telah dimasukkan dalam kursus sama yang dibuat kemudiannya pada 22 Jun 2013. Bagaimana pula beliau boleh dipecat lebih awal iaitu pada 7 Jun 2013 tanpa memberikan peluang ke-2 untuk hadir bagi tahun 2013 dalam sesi kursus seterusnya?

4.        Tahukah Shaharul bahawa pemecatan dibuat dengan melanggar prosedur rundingan penyelesaian pertikaian yang diperuntukkan dalam Perjanjian Kolektif, tidak diberikan surat amaran dan tidak menjalani prosedur siasatan dalaman? 

 

Terdapat juga beberapa persoalan yang ingin ditimbulkan dan keraguan yang wujud berhubung entri berat sebelah tersebut. Antaranya;

1.        Shaharul menafikan dirinya mewakili Bank Muamalat (BMMB) tetapi keseluruhan entrinya mencerminkan suara seorang majikan. Lagipun, terdapat maklumat sulit yang didedahkannya berhubung pekerja yang dipecat di BMMB. Bagaimana dokumen sulit pekerja boleh jatuh ke tangan awam? Adakah BMMB mengupah beliau dengan dibekalkan dokumen sulit untuk melakukan 'counter-attack' terhadap NUBE?

2.        Shaharul mendakwa Bro J Solomon gagal mendapatkan fakta sebenar berhubung pekerja yang dipecat. Adakah Shaharul sendiri ada menghubungi NUBE atau menemui Setiausaha Agung NUBE untuk mendapatkan atau mengesahkan fakta sebenar? Adakah entri beliau boleh dianggap adil, bertanggungjawab dan tidak memihak sedangkan Shaharul yang akan menamatkan pengajian dalam bidang PhD pun tidak melakukan siasatan dan kajian secara menyeluruh? 

 

3.        Shaharul menuduh NUBE lebih banyak 'berperang' dengan pihak dalam industri perbankan. Siapa yang terlebih dahulu membuat 'serangan' apabila pihak majikan sengaja melanggar peruntukan Perjanjian Kolektif (C.A.), mengelak untuk berunding, memecat secara salah, menganaktirikan pekerja-pekerja perkeranian dan bukan perkeranian dan menyokong kewujudan 'contractor for labour'? Jadi, siapa sebenarnya yang menunjukkan sikap 'permusuhan'? Wajarkah sebuah kesatuan sekerja yang bertindak mempertahankan hak-hak pekerja ahli-ahlinya dituduh sebagai 'menyerang'? 

 

4.        Shaharul menyarankan agar rundingan dibuat bersama pihak pengurusan bank. Tahukah Shaharul bahawa istilah 'rundingan bersama kesatuan sekerja' sudah tidak wujud lagi dalam kamus pihak bank? Jika tidak, mengapa pekerja BMMB boleh sewenang-wenangnya dipecat? Mengapa pula rundingan untuk C.A. yang baru menemui jalan buntu sehingga kini? Rundingan yang sebenar berlaku sebelum pemecatan, bukannya dibuat selepas itu. Pihak NUBE pula mengetahui pemecatan dibuat hanya apabila pekerja tersebut menerima Surat Pemecatan.

5.        Shaharul cuba mengaitkan NUBE dengan pembangkang? Apabila ada kata-kata dan tindakan berbaur pembangkang, dikatakannya pro-pembangkang. Apabila sebaliknya pula, dikaitkannya sebagai penyokong kerajaan. Sampai bila Shaharul harus mewarisi pemikiran sebegini? Di mana pula ruang bagi mereka yang memperjuangkan "yang benar tetap benar, yang salah tetap salah"? Mereka ini pula dikatakan pro apa? Di mana pula ruang bagi mereka yang ingin menegur dan menuntut hak setelah segala saluran teguran dan rundingan ditutup rapat dan dikunci?

Adakah Shaharul sendiri terlupa bahawa Shaharul turut memperjuangkan pemansuhan Akta Keselamatan Dalam Negeri (ISA), pendidikan percuma, kebebasan media dan hak bersuara yang dijuarai pembangkang? Beranikah Shaharul menafikan kesemua penglibatan ini?

Pada September 2011, Shaharul pernah menuntut Pejabat Peguam Negara menarik balik pertuduhan di bawah Seksyen 500, Kanun Keseksaan ke atas Timbalan Presiden PAS, Mohammad Sabu berhubung peristiwa bersejarah Bukit Kepong. Siapa sebenarnya yang lebih jelas dilihat menyokong pembangkang? 

 

6.        Bagaimana Shaharul boleh dilantik sebagai Ketua Bahagian Asia Tenggara merangkap Wakil Malaysia bagi sebuah pertubuhan bukan kerajaan (NGO) mengenai hak asasi manusia dan kebebasan media, Armed for the Quill (AFTQ)? Sedangkan pendiriannya jelas menyokong kes pemecatan seorang pekerja yang dilakukan secara tidak adil dan tidak menuruti 'Standard Operating Procedure (SOP)'.

Shaharul sendiri pada 23 Oktober 2011 pernah menyatakan bahawa amat penting bagi kerajaan Malaysia untuk membersihkan imej amalan demokrasi di negara ini yang dilihat sebagai membelakangkan hak asasi manusia. Adakah apabila seorang majikan mengenepikan hak asasi manusia dalam layanannya terhadap pekerja, maka Shaharul pula terus membutakan mata, memekakkan telinga dan membisukan mulut?

7.        Bagaimana Shaharul sebagai seorang pengasas kepada sebuah media alternatif di internet boleh melanggar Etika Kewartawanan Malaysia yang terkandung dalam prinsip-prinsip utamanya? Antaranya Prinsip Ke-6 menyebut, "Wartawan hendaklah berbudi pekerti ketika menjalankan tugas dan mengelakkan diri daripada plagiarisme dan hasutan, tuduhan tidak berasas serta rasuah dalam apa bentuk sekalipun;" Jika prinsip ini boleh dilanggar, maka kejujuran, keikhlasan dan sikap objektif yang ada pada wartawan seperti ini seharusnya boleh diragui.

8.        Shaharul terus membuat rumusan keseluruhan berhubung kaedah dan sebab NUBE bertindak sedangkan beliau hanya mengikuti perkembangan NUBE kira-kira sedekad (hanya 10 tahun) kebelakangan ini. Adakah dalam tempoh ini, beliau turut mengikuti perkembangan bank-bank, polisi-polisi yang dibuat Bank Negara Malaysia (BNM) dan dasar-dasar negara berkaitan ekonomi dan pembangunan modal insan bukan sahaja dalam tempoh itu malah sejak tahun 1990-an lagi. Bukankah kesemuanya itu juga mempunyai kaitan dan memberi kesan terhadap NUBE? Jadi, adil ke rumusan yang dibuat beliau?

BOPIM to go to court if child conversion Bill is passed

The Borneo Plight in Malaysia Foundation (BOPIM) has decided to take the same stance as Gerakan that if the proposed amendment to Section 107(b) of the Administration of Islamic Law (Federal Territories) is passed, it will go to court to sue the Federal Government.
 
The amendments, hinging on the use of the word 'parent' instead of 'parents', makes it legal for a father or a mother, or guardian, who converts to Islam, to convert to Islam his or her children below the age of 18.
 
The President of the UK-based foundation, Daniel John Jambun, said in statement here that this decision is based purely on the pursuit and preservation of justice for non-Muslims in Malaysia which is guaranteed by the Federal Constitution.
 
Jambun said that this Bill is in direct contravention of the Constitution, and for Sabahans, it is another violation of a promise made before Malaysia Day in the 20 Points which states in Point No. 1 that "... there should be no State religion in North Borneo, and the provisions relating to Islam in the present Constitution of Malaya should not apply to North Borneo."
 
"And what is distasteful is the statement by the Deputy Prime Minister that this amendment is to be made in line with current guidelines. "The other nonsensical defence is by Perak Mufti Harussani Zakaria who said that the Bill was only formalizing a standard practice which was agreed upon 'since Merdeka Day'. This is actually an admittance by the Mufti that there has been such an illegal and unconstitutional practice since 1957."
 
Jambun accuses the Mufti of twisting facts when he said that non-Muslims complaining about the Bill "only want to incite hatred towards Muslims."
 
"On the other hand I would say that, this Bill is purposely made in bad faith, to deny more human rights of non-Muslims in Malaysia, and in doing so, it incites great disappointment and frustration among non-Muslims," Jambun said. "And when we try to protect our rights we are accused of inciting hatred. This is pure hypocrisy expressed in reverse psychology! But we are not stupid!
 
"I salute Dompok for his strong stance in objecting to Bill saying that it runs counter to the Government's transformation plans, especially the 1Malaysia concept of acceptance, inclusiveness and moderation. And I hand over BOPIM's applauses to  the Roman Catholic Bishop Paul Tan Chee Ing for describing the Bill as a 'flagrant violation of the equality of persons' provisions of the federal constitution'."
 
The latest to voice opposition to the Bill came yesterday from Minister in the Prime Minister's Department Paul Low who demanded that the provision under Clause 107B be struck off because "it is fundamentally unjust as it denies the rights of one parent on the welfare of his or her children, and the children are also denied the protection of their right to receive guidance from both parents as to their well-being."   
 
"I also agree that there may be a hidden diabolical intent in the whole move," Jambun said. "Let's be aware that under the Guardianship of Infants Act which applies to non-Muslims, both parents are equal guardians of their children and have equal parental rights. However, under Syariah laws in Malaysia, fathers are the guardians of minor children – not the mothers.
 
"This proposed law then is one which will rob children of their human right to choose their religion when they reach 18 years of age," Jambun added. "And it seems that this is intended as another diabolic agenda to suppress non-Muslims."
 
Jambun was also highly critical of the other Christian KDM leaders in the Federal Cabinet who are keeping mum on the issue.
 
"These leaders were voted into office by their constituents to protect their rights and to speak on their behalf. But why are they playing dumb?" Jambun demanded. "Why is Dompok the only KDM BN leader speaking for the non-Muslim KDMs? Have the other KDM leaders decided to go into another dumb and dumber act, fearing for the security of their favours in BN?
 
"This has been the attitude and cowardly character of most leaders from Sabah since 1963, and this is the real reason we are in this situation where we continue to be bullied by Peninsular leaders who take us for granted. They still believe we are too scared to speak up for our rights," Jambun said. "And these leaders are proving that this assumption is right."

Gordon Brown's sister-in-law deported from Malaysia

The Bruno Manser Fund has been informed that Clare Rewcastle Brown, the editor of Sarawak Report and Radio Free Sarawak has been deported from Kuching, Sarawak, today, on orders from Sarawak Chief Minister Taib Mahmud's office.

Clare Rewcastle, who has been awarded the International Press Institute's Free Media Pioneer Award 2013, was on the way to Kuching to defend herself in a libel case brought against her by a crony of the Taib government.

Clare Rewcastle told the Bruno Manser Fund that she arrived at Kuching airport at 11:45 a.m.local time on Wednesday on an Air Asia flight from Singapore. She was awaited by her lawyers at the gate who accompanied her to immigration. Despite earlier assurances given by the Malaysian officials that she would be allowed to enter the country, Clare Rewcastle was told by immigration officials that she was on the so-called NTL ("not-to-land") list. The former BBC journalist was immediately brought to a confinement room at the Kuching airport and escorted to the next flight to Singapore.

She was told that she was banned from entering Sarawak under section 65 (1) (A) of the Immigration Act 1959/63 without any further reason being given. However, several officials mentioned that she had been banned under instructions form the Chief Minister's office. Clare Rewcastle, who is married to a brother of former British Prime Minister Gordon Brown, is currently on the way back from Singapore to London.

According to Clare Rewcastle, a well-known Malaysian politician from Taib Mahmud's party had filed a court action in Kuching against her as the responsible editor of Sarawak Report, with the aim of obtaining an out-of-jurisdiction-order for an alleged libel offence. "It has been drawn to my attention that there is a general convention within the English court system to enforce a judgement by a Commonwealth Court. I believe they are seeking to abuse the system by achieving a kangaroo court judgement in Sarawak and seeking to enforce that in the UK."

The Bruno Manser Fund protests against this latest barring of a human rights activist upon entering Malaysia. Earlier this year, Australian Senator Nick Xenophon had been deported from the Malaysian capital, Kuala Lumpur, in a similar way. In 2011, Malaysian authorities deported French human rights lawyer William Bourdon who had been taken on by a local NGO in a high-profile corruption case. Under Chief Minister Taib Mahmud, Sarawak has become a prohibited zone for a number of Malaysian human rights activists, including Ambiga Sreenevasan, the co-chair of the Bersih movement for free and fair elections.

The Bruno Manser Fund calls on the British government to formally protest against the unacceptable banishment of Clare Rewcastle Brown from Malaysia and calls on British Prime Minister David Cameron to bring up the issue tomorrow in his meeting with Malaysian Prime Minister Najib Razak.

M’sia bakal capai negara maju seawal 2018

Perdana Menteri berkata Malaysia berada di landasan betul untuk merealisasikan sasaran ini memandangkan Program Transformasi Kerajaan dan Program Transformasi Ekonomi mula menghasilkan kejayaan yang ketara.

"Peningkatan ranking di seluruh dunia menunjukkan Malaysia semakin memperbaiki kedudukannya. Bank Dunia meletakkan ranking kita di tempat ke-12 dalam laporan 'Doing Business Report 2013′ dan tinjauan baru-baru ini menunjukkan Malaysia berada di landasan betul untuk mencapai status negara maju berpendapatan tinggi seawal 2018," katanya.

Beliau berkata demikian ketika berucap pada majlis 'Sepetang Bersama Perdana Menteri' yang disertai rakyat Malaysia di London, di Intercontinental Hotel di sini Rabu malam.

Turut hadir isteri Najib, Datin Seri Rosmah Mansor, Menteri Luar Datuk Seri Anifah Aman, Pesuruhjaya Tinggi Malaysia ke United Kingdom Datuk Seri Zakaria Sulong dan Duta Tourism Malaysia Datuk Jimmy Choo.

Najib berkata sasaran itu mustahil dicapai tanpa kerja keras semua rakyat Malaysia, baik di tanah air mahupun di luar negara.

"Diaspora (perantau) Malaysia adalah aset kita yang turut sama menyumbang kepada kemajuan negara," katanya.

Najib turut menggesa semua rakyat Malaysia, terutamanya yang tinggal di luar negara supaya membantu Malaysia melenyapkan laporan tidak benar tentang negara ini supaya lebih ramai orang akan berminat untuk melabur atau mengunjungi Malaysia.

"Kata-kata yang baik daripada anda mengenai Malaysia sememangnya sangat dialu-alukan. Saya pasti anda pernah mengalami, dalam beberapa keadaan, apabila sahabat dan rakan setugas anda melontar komen negatif tentang Malaysia. Menjadi tugas anda, sebagai rakyat Malaysia, untuk membersihkan semula nama Malaysia."

Mesir dan kejatuhan Morsi

Semasa artikel ini ditulis Morsi iaitu Presiden Mesir pertama yang dilantik secara demokratik telahpun digulingkn oleh tentera. Ini berpandukan kepada kenyataan Tentera bahawa Morsi sudahpun berada dalam tahanan rumah manakala pemimpin Ikhwan yang lain juga turut ditahan. Di Medan Tahrir, penentang Morsi merayakan berita tersebut manakala perhimpunan pro-Morsi dan penyokong Ikhwan di Rabaa' Adawiah masih terkejut dengan perkembangan ini. Namun respons penggulingan ini tidak akan berakhir begitu mudah malah Mesir dijangka akan berada dalam keadaan krisis yang panjang dan sekali lagi akan mendapat perhatian dunia.

Demokrasi Melampau

Adakah istilah 'demokrasi melampau?' Sebelum revolusi rakyat pada 25 Jan 2011 rakyat Mesir tidak pernah memahami erti demokrasi kerana sejak penggulingan Raja Farouk oleh Gamal Abdul Naser dan kemudian Anwar Saddat yang mati di bunuh, Hosni Mubarak meneruskan legasi penguasaan tentera yang membenam demokrasi di Mesir. Penguasaan tentera tidak hanya dalam bidang politik dan menentukan kepimpinan negara tetapi tentera menguasai hampir 40% agihan ekonomi Mesir. Penguasaan tentera hampir sukar untuk dihapuskan bagi membuka jalan kepada demokrasi untuk menentukan masadepan politik Mesir. Dua tahun setelah Mubarak dijatuhkan dengan kekuatan rakyat demokrasi seolah masih mencari wajahnya yang sebenar apabila Morsi menjadi mangsa demokrasi melampau. Gambaran penggulingan Morsi seolah-olah memberi isyarat bahawa rakyat boleh buang siapa sahaja Presiden   yang mereka rasa tidak layak walaupun Presiden Morsi dilantik secara demokratik dan terma perlantikannya hanya akan berakhir 3 tahun lagi. Para analisis menggambarkan kebimbangan mereka apakah jaminan Presiden akan datang tidak akan diperlakukan dengan cara demokrasi melampau ini? Adakah di atas nama demokrasi, Mesir akan menuju ke arah anarki? atau adakah kebangkitan rakyat dalam revolusi 25Jan yang mahukan kuasa tentera dikurangkan hanya akan mengukuhkan lagi cengkaman tentera? Berbagai persoalan yang memerlukan jawapan kepada masadepan peneraju Arab Spring di Mesir.

Ikhwan Gagal?

Salah satu faktor yang dikatakan menyebabkan kepimpinan Morsi dipertikaikan ialah tanggapan bahawa Ikhwan telah mendominasi politik Mesir sedangkan kebangkitan rakyat adalah terjemahan berbagai pihak. Tanggapan bahawa Morsi tidak mewakili kehendak rakyat dan hanya mewakili kelompoknya adalah asas yang menjadi kempen penentang Morsi. Perlu diingatkan bahawa Morsi memenangi Pilihanraya Presiden dengan meraih 52% sahaja sokongan rakyat. Golongan Liberal Sekular tiada pilihan calon mereka kerana Morsi yang mewakili parti Kebebasan dan Keadilan adalah cabang politik Ikhwan yang dilihat lebih tersusun dan mempunyai penyokong grassroot yang kuat. Kemenangan Morsi dilihat sebagai terjemahan kepada kekuatan Ikhwan yang wujud sekian lama (hampir 85 tahun) dan berjaya kekal dalam suasana politik yang tidak menyebelahinya sepanjang proses itu. Kegagalan Ikhwan mentadbir negara yang cuba digambarkan oleh musuh politiknya dari kalangan Liberal Sekular akan meninggalkan bekas yang buruk kepada Ikhwan malah ia adalah isyarat kepada potensi kegagalan mana-mana parti Islam yang mahukan kuasa politik di mana-mana negara lain. Ikhwan Muslimin dianggap sebagai paling kanan dan menjadi idola kepada hampir semua gerakan Islam dunia malah mempunyai cawangannya di hampir seluruh dunia Islam khususnya. Propaganda ini berjaya membunuh dua burung dengan satu batu atau serampang dua mata untuk meranapkan cita-cita politikal Islam yang menyertai proses demokrasi hari ini.

Masa depan Partisipasi Islamist

Istilah Islamist menggambarkan kelompok penyertaan gerakan Islam dalam gerakan politik dan sivil sebagai salah satu komitmen terhadap proses demokrasi. Ia berbeza dengan istilah teroris yang bergerak di luar kerangka demokrasi yang mengimani cara keganasan sebagai mencapai matlamat Islamnya. Ikhwan di Mesir selama ini menegaskan dirinya sebagai entiti yang meyakini cara aman untuk memenangkan cita-citanya, malangnya sebelum Revolusi 25 Jan, Ikhwan tiada banyak pilihan melainkan terpaksa berhadapan dengan tekanan yang kuat dari regim tentera. Walaupun tertindas begitu lama , namun ia mampu menyesuaikan diri dengan keadaan tanpa hilang pengaruh dan kekuatan prinsipnya. Setelah Revolusi Rakyat, Ikhwan muncul sebagai entiti yang paling berpengaruh dan tersusun berbanding dengan golongan lain. Pasti nya penyertaan dalam proses demokrasi post Revolusi memberikan Ikhwan kelebihan lantas memenangi Pilihanraya Presiden setahun yang lalu. Dari sudut prinsip demokrasi, Ikhwan telah memenangi pilihanraya melalui Parti Kebebasan Dan Keadilan secara demokratik namun kemenangannya terus diragui dari sudut keyakinan dan tindakan politiknya yang sering disalahtanggap.Malah kemenangan Ikhwan tempoh hari dianggap sebahgaian sebagai kebangkitan Islamic Fascism.  Kejatuhan Morsi pasti akan memberi kesan yang besar kepada persoalan partisipasi politikal Islam dalam proses demokrasi.

Perbelanjaan Selangor mengalami defisit

Sulaiman berkata, Selangor berbelanja lebih daripada peruntukan belanjawan apabila mencatatkan defisit RM120 juta (8.65%) pada tahun
2009, dan terus bertambah RM194 juta (14.9%) pada tahun 2010, RM210 juta (13.9%) pada tahun 2011, dan RM197.2 juta (10.44%) pada tahun 2012.

Manakala bagi enam bulan pertama (Januari-Jun) 2013, defisit yang dicatatkan mencecah sehingga 46.7%.

"Berdasarkan prestasi Bajet 2009 sehingga 2011 kerajaan negeri gagal mempertahankan bajet berimbang sedangkan setiap tahun kita bangkitkan perkara ini.

"Terbukti kerajaan negeri dan Menteri Besar sendiri tidak teliti dalam perancangan dan penyediaan bajet negeri dan gagal kawal perbelanjaan sehingga alami defisit setiap tahun," katanya dalam sidang Dewan Undangan Negeri (DUN) di sini hari ini.
